Assembly Bill 1223 Chapter 134, California Statutes of 1982 (*Name change pursuant to California Legislature, Chapter 263, Stats. 1993, effective January 1, 1994. Ordered by The Board of Supervisors' Resolution No. 93-667, dated December 21, 1993). Expanded into SLO county pursuant to AB417 and ordered by SLO county Board of Supervisors Resolution No. 2008-19, dated January 8, 2008.
Membership:
The governing body of CenCal Health shall be vested in a Board of Directors that shall consist of thirteen (13) members. Eight members shall be appointed by the Board of Supervisors of Santa Barbara County and five members shall be appointed by the Board of Supervisors of San Luis Obispo County.
Three (3) members shall be elected or appointed officers or employees of Santa Barbara County, at least one of whom shall be a member of the Board of Supervisors.
Two (2) members shall be elected or appointed officers or employees of San Luis Obispo County, at least one of whom shall be a member of the Board of Superviosors.
These five (5) Directors, herinafter “County Directors” have no specified terms of office. They serve at the pleasure of the Board of Supervisors that appointed that officer or employee.
The other eight (8) Directors, herinafter Non County Directors, are appointed from three groups:
1. Two (2) Non-provider Santa Barbara County residents:
a. A Medi-Cal or Midicare or Medi-Cal/Medicare recipient.
b. A representative of a community business.
2. One (1) Non-provider San Luis Obispo County resident:
a. A Medi-Cal or Medicare or Medi-Cal/Medicare recipient.
3. Five (5) representative of providers of health care:
a. A physician from a list provided by the Santa Barbara County Meidcal Society.
b. A physician from a list provided by the San Luis Obispo County Medical Society.
c. Twp (2) hospital administrators who sall be appointed from a list established by the local hospital councils.
d. A non-hospital or non-physician health care provider.
Term:
Except for the initial staggered terms of one year established by the Board for four Non-County Directors, Director’s terms shall be two years and, in addition, such time as necessary until the appointment and qualification of the Director’s successor.
Duties:
The Board of Directors will implement the delivery of health care services financed in whole or in part by Medi-Cal, and possibly, Medicare, with the ultimate objective of improving the quality of care and cost efficiency.
Meeting date and Location:
The Board meets the third Wednesday of the months of January, March, May, June, Spetember, and October. In the months of January, May, June and September the board meetings are held in Santa Maria, CA. In the month of March the board meetings are held in San Luis Obispo, CA. In the month of October the board meetings are held in Santa Barbara, CA.
