Legal Authority: Board of Supervisors' Resolution No. 92-337, dated June 9, 1992 (92-17,862) pursuant to Public Resources Code §44800 through §44817 (44308 revised).
Membership: Public Resources Code requires members of the Panel to be selected for their legal, administrative, or technical abilities in areas relating to solid waste management. The Panel shall consist of three members including: At least one member of the independent hearing panel shall be a technical expert with knowledge of solid waste management methods and technology. At least one member of the independent hearing panel shall be a representative of the public at large.
Term: Panel members are to serve a four year term and may serve more than one term but not more than two consecutive terms pursuant to §44308 of the Public Resources Code. If a member does not complete his/her term the local governing body (Board of Supervisors) may appoint a replacement to serve out the remainder of the unexpired term.
Duties: Title 14 of the California Code of Regulations, §18081, Subdivision (d)(2) requires the Board of Supervisors to maintain an Independent Hearing Panel for solid waste facilities permitting, enforcement and appeal purposes.
Meeting Date
and Location: The Panel Hearings will vary between one to four meetings per year, depending upon the frequency of revised solid waste facility permit applications received.
