Legal Authority: Santa Barbara City Council Resolution 89-038
Membership: 7 persons, including 3 persons appointed by the Board of Supervisors of the County of Santa Barbara.
Term: 4 years
Duties: The committee shall:
1. Review and promulgate rules and regulations governing public access use (channel, services, equipment and facilities);
2. Establish a method for annual public access budget development and review;
3. Seek new sources of state, federal, or foundation funding for public access projects and operations;
4. Identification of community interest and participation in public access programming;
5. Workshop sponsorship;
6. Liaison between City and each cable licensee on public access issues;
7. Prepare annual report on public access;
8. Authority to recommend the imposition of license penalties to the City Council for public access related cable license violations.

and Location: The committee shall have monthly meetings.
