Legal Authority:
The Workforce Investment Board of Santa Barbara County, hereinafter referred to as the WIB or the Board, is established under Section 117 of the Workforce Investment Act of 1998, codified at 29 U.S.C §2801 et. seq., and hereinafter called WIA. The purpose of the WIB is to set policy for the workforce investment system in Santa Barbara County in coordination with statewide workforce investment efforts and the County Board of Supervisors.
Membership:
The WIB shall consist of members duly appointed by the Santa Barbara County Board of Supervisors that meet the categories as set forth in 29 U.S.C. §2832 and subsequent California state law. Specifically, members shall be representatives of the following sectors:
(a) Local business owners or business executives whose businesses are in an industry where employment opportunities are available. Business representatives should fairly represent all areas of the County. Private sector members shall constitute a majority of the Board and shall serve as the Chair of the Board;
(b) Local education entities, including representatives of local educational agencies, school boards, adult education and literacy programs, and postsecondary educational institutions. Education representatives to the Board must be nominated by the local education community;
(c) Labor organization representatives to the Board must be nominated by local labor federations and shall constitute no less than 15% of the Board;
(d) Community based organizations, including organizations representing individuals with disabilities and veterans;
(e) Economic development agencies, including private sector economic development entities;
(f) One-stop partners representatives.
Term:
The term for WIB members shall be for two years, except as described below. To establish staggered terms, one-half plus one of the initial members shall be appointed for terms of two (2) years and one-half minus one shall be appointed for an initial term of three (3) years. Members appointed to fill a vacancy shall serve until the normal expiration of the term of the vacant seat.
Duties:
As required under WIA, the Workforce Investment Board (WIB) acts as the coordinator, convener, and independent broker of a unified workforce development system for Santa Barbara County. Section 2 The WIB shall foster a partnership among the private sector business and other segments of the community: government; education; organized labor; economic development and community-based organizations, to ascertain and address the employment and job training needs of Santa Barbara County. Section 3 The WIB shall collaborate with the Santa Barbara County Board of Supervisors in developing and implementing workforce development activities and services as envisioned and required by WIA. Specific duties and responsibilities are set forth in this Section as follows:
(a) The WIB shall develop a Local Workforce Investment Area (LWIA) Five Year Plan in accordance with 29 U.S.C. §2833 and shall submit the plan to the Governor upon approval of the Santa Barbara County Board of Supervisors (BOS);
(b) The WIB shall designate all one Stop operators in accordance with 29 U.S.C. §2841, subject to the approval of the BOS;
(c) The WIB shall identify eligible providers of youth activities in accordance with 29 U.S.C. §2843 by awarding contracts on a competitive basis, subject to the approval of the BOS and based on the recommendations from the Youth Council, which shall be established as a subcommittee of the WIB in accordance with these By Laws;
(d) The WIB shall identify eligible providers of training services in accordance with 29 U.S.C. §2842, which includes receiving applications from providers who desire to provide training services within the LWIA, determining a provider’s initial eligibility, and submitting the list of identified eligible providers to the State for approval;
(e) The WIB shall provide policy oversight for employment and training activities, the one stop delivery system and programs affecting youth in the local Workforce Investment Area;
(f) The WIB shall develop a budget and may employ staff, subject to the approval of the BOS, to provide for the execution of duties assigned to it by Federal and State Law and through these By- Laws;
(g) The WIB may, at the request of the Chairperson and with the approval of the BOS, initiate other duties and assume other responsibilities, consistent with the intent of WIA, subsequent federal legislation, state law and implementing regulations.
Meeting Date and Location:
The Workforce Investment Board meetings alternate between North and South County:
North County: WIB meets the 4th Friday in February, June and October from 9:30AM – 12:00 PM at the Workforce Resource Center, Sutter Room, 1410 South Broadway, Santa Maria, CA.
South County: WIB meets the 4th Friday in April, 4th Friday in August, and the 2nd Friday in December from 9:30 AM – 12:00 PM at the CenCal Health Auditorium, 4050 Calle Real, Santa Barbara, CA.
