Title: HEARING - Consider recommendations regarding the Measure A Program of Projects for Fiscal Year 2012/2013 and Local Streets and Roads Backlog, as follows: (EST. a) Adopt a Resolution for the Measure A Five-Year Local Program of Projects for Fiscal Years 2012/2013 through 2017/2018, for submittal to the Santa Barbara County Local Transportation Authority for acceptance;
 
b) Reaffirm Resolution No. 10-101, which established priorities and policies for the use of the local portion of the one-half cent sales tax for the transportation needs in Santa Barbara County;
 
c) Find that the proposed action(s) do not constitute a "Project" within the meaning of the California Environmental Quality Act (CEQA), pursuant to 14 CCR 15378(b)(2) (continuing administrative or maintenance activities, such as purchases for supplies, personnel-related actions, general policy and procedure making);
 
d) Approve a Notice of Exemption;
 
e) Reaffirm the distribution ratios of Measure A revenues within Supervisorial Districts of the North County and South Coast; and
 
f) Direct staff to prepare the Fiscal Year 2012/2013 Road Maintenance Annual Plan (RdMAP) based upon the approved Measure A distribution formula.
 
COUNTY EXECUTIVE OFFICER'S RECOMMENDATION: APPROVE
