Title: Consider recommendations regarding the County of Santa Barbara Hotel Incentive Program, as follows: a) Consider the adoption (second reading) of an Ordinance adding Chapter 49 to the County Code, adopting a Hotel Incentive Program with a 70% - 20% - 10% split; and b) Determine that the above actions are not a “project” for purposes of the California Environmental Quality Act (CEQA) pursuant to Section 15378(b)(4) of the CEQA Guidelines, because they involve the creation of government funding mechanisms and fiscal activities which do not involve any commitment to any specific project which may result in a potentially significant physical effect on the environment.
