Consider recommendations regarding the approval of the Memorandum of Understanding for Participation in the State-wide Proposition 84 Process and Related Integrated Regional Water Management Activities in Santa Barbara County, as follows:

Acting as the Board of Supervisors:

a) Approve and authorize the Chair to execute the Memorandum of Understanding, Participation in the State-wide Proposition 84 Process and Related Integrated Regional Water Management Activities in Santa Barbara County with the Santa Barbara County Water Agency on behalf of the Community Services Department, the Public Works Department, and the Agricultural Commissioner; and

b) Find that the recommended approvals and authorizations are for the creation of a government funding mechanism and does not constitute a “Project” within the meaning of California Environmental Quality Act (CEQA) 14 CCR 15378 (b) (4) and does not commit the County or other County agencies to any certain project or course of action which would have significant physical impact on the environment;

Acting as the Board of Directors of the Laguna Sanitation District:

c) Approve and authorize the Chair to execute the Memorandum of Understanding, Participation in the State-wide Proposition 84 Process and Related Integrated Regional Water Management Activities in Santa Barbara County with the Santa Barbara County Water Agency; and

d) Find that the recommended approvals and authorizations are for the creation of a government funding mechanism and does not constitute a “Project” within the meaning of California Environmental Quality Act (CEQA) 14 CCR 15378 (b) (4) and does not commit the County or other County agencies to any certain project or course of action which would have significant physical impact on the environment;
