Title: Consider recommendations regarding Subrecipient Agreement Amendments for Emergency Solutions Grant, Coronavirus (ESG-CV) funding for COVID-19 Homelessness Response and Homeless Housing, Assistance and Prevention (HHAP) funding to Address Youth Homelessness, as follows: a) Approve, ratify, and authorize the Chair to execute a Second Amendment to Subrecipient Agreement for Rapid Rehousing with New Beginnings Counseling Center using ESG-CV funds allocated through the State of California for continued COVID-19 homelessness response, to increase the contract amount by $26,880.00 in additional funds; b) Approve, ratify, and authorize the Chair to execute a Second Amendment to a HHAP Subrecipient Agreement with Channel Islands YMCA to extend the term of that agreement until June 30, 2024; and c) Determine that the above-recommended actions are exempt from the California Environmental Quality Act (CEQA) pursuant to: CEQA Guidelines Section 15269(c); and finding that the actions consist of s...

Title

Consider recommendations regarding Subrecipient Agreement Amendments for Emergency Solutions Grant, Coronavirus (ESG-CV) funding for COVID-19 Homelessness Response and Homeless Housing, Assistance and Prevention (HHAP) funding to Address Youth Homelessness, as follows:

 

a) Approve, ratify, and authorize the Chair to execute a Second Amendment to Subrecipient Agreement for Rapid Rehousing with New Beginnings Counseling Center using ESG-CV funds allocated through the State of California for continued COVID-19 homelessness response, to increase the contract amount by $26,880.00 in additional funds;

 

b) Approve, ratify, and authorize the Chair to execute a Second Amendment to a HHAP Subrecipient Agreement with Channel Islands YMCA to extend the term of that agreement until June 30, 2024; and

 

c) Determine that the above-recommended actions are exempt from the California Environmental Quality Act (CEQA) pursuant to: CEQA Guidelines Section 15269(c); and finding that the actions consist of specific actions necessary to prevent or mitigate an emergency; Government Code Section 8698.4, finding that the County has declared a shelter crisis and the action includes leasing of County-owned land for a homeless shelter and financial assistance; and direct staff to file a Notice of Exemption on these bases.
