a) Approve and authorize the Chair to execute a Subrecipient Agreement between the County of Santa Barbara (County), and the City of Santa Maria (City) providing $150,000.00 in HOME funds to administer a TBRA program, Fourth and Fifth Districts; 

b) Approve and Authorize the Chair to execute a Subrecipient Agreement between the County and the Housing Authority of the County of Santa Barbara providing $123,933.00 in HOME funds to administer a TBRA program, Third and Fourth Districts; and
