Title
Consider recommendations regarding Orcutt Community Park Play Field Renovation Project No. 8651, award of contract, Fourth District, as follows: (4/5 Vote Required)

a) Approve the plans and specifications on file in the Community Services Department for the Orcutt Community Park Play Field Renovation Project (Project), Project No. 8651;

b) Approve and authorize the Chair to execute a contract in the amount of $194,768.00 to the lowest responsible bidder, J.D. Humann Landscaping, Inc. (a local vendor), for the Project, subject to the provisions of the documents and certifications as set forth in the plans and specifications applicable to the Project and as required by California law;

c) Authorize the Director of Community Services, or designee, to order changes or additions in the work being performed for the Project via change orders in the amount not to exceed $19,476.00 as authorized under California Public Contract Code Section 20142;

d) Accept the Bid Alternate from J.D. Humann Landscaping, Inc. in the amount of $145,150.00 for installation of sod in-lieu-of hydroseed and if the Bid Alternate is accepted:

i) Approve and authorize the Chair to execute Amendment No. 1 to increase the amount of the contract with J.D. Humann Landscaping, Inc. for the Project in the amount of $145,150.00 for a total revised contract amount of $339,918.00 upon return of J.D. Humann Landscaping, Inc.'s execution of Amendment No. 1 and the review and approval of County Counsel, Auditor-Controller and Risk Manager or their authorized representatives;

ii) Authorize the Director of Community Services, or designee, to order additional changes or additions in the work being performed for the Project via change orders for a cumulative approval total not to exceed $29,495.00, as authorized under California Public Contract Code Section 20142; and
