Title: Consider recommendations regarding a Second Amendment to the Agreement for Professional Legal Services with Outside Counsel (Hooper, Lundy and Bookman, P.C.) for Administrative Proceedings, as follows: (4/5 Vote Required) a) Authorize, ratify, and approve the Chair to execute the First Amendment to the Agreement for Professional Legal Services between the County of Santa Barbara and Hooper, Lundy and Bookman, P.C., increasing the cost for an amended Agreement amount total not to exceed $150,000.00 for the period August 1, 2016 through June 30, 2017; and b) Find that the proposed contract is not a "project" under the California Environmental Quality Act (CEQA) Guideline 15378(b)(4), in that it does not involve a commitment to any specific project which may result in a potentially significant impact to the environment.
