Title: Consider recommendations regarding an Agreement with Laurel Labor Services, Inc. of Santa Maria to provide on-call casual labor for litter abatement and construction and demolition sorting, Second and Third Districts, as follows: a) Approve and authorize the Chair to execute a labor contract with Laurel Labor Services, Inc. of Santa Maria, a local contractor, for services to provide on-call casual labor for litter abatement and sorting and diversion of recyclable materials at County operated Resource Recovery and Waste Management facilities in an amount not to exceed $600,000.00 for the period January 1, 2017 to December 31, 2017; and b) Find that the project is for the operation and maintenance of the existing Tajiguas Landfill involving negligible or no expansion of use beyond that which presently exists, that the proposed action is therefore exempt from the California Environmental Quality Act pursuant to 14 CCR 15301 and approve the filing of a Notice of Exemption on that basis.
