HEARING - Consider recommendations regarding a Resolution for emergency purchases to repair and protect Goleta Beach Park, Second District, as follows: (4/5 Vote Required) (EST. TIME: 1 HR.)

 

a) Adopt a Resolution for emergency purchases to repair and protect erosive damage at the base of the Goleta Beach pier and approximately 948 linear feet of Goleta Beach Park due to approximately 30,000 square feet of parkland lost during major storm events in January and February 2017;

 

b) Ratify Purchase Orders DP05512 authorized for expenditures up to $175,000.00, DP05528 authorized for expenditures up to $175,000.00 and DP05551 authorized for expenditures up to $175,000.00 with Schock Contracting Corporation (Schock) for emergency repairs and protective measures to Goleta Beach Park pursuant to Santa Barbara County Code section 2-43;

 

c) Ratify Purchase Orders DP05529 authorized for expenditures up to $175,000.00  and DP05550 authorized for expenditures up to $175,000.00 with Shaw Contracting, Inc. (Shaw) for emergency repairs and protective measures to Goleta Beach Park pursuant to Santa Barbara County Code section 2-43;

 

d) Approve Budget Revision Request No. 0004966 for Goleta Beach Emergency Costs; and

 

e) Determine that adoption of the Resolution and ratification of the Purchase Orders above are exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15269(a)(b)(c) of the State Guidelines for the Implementation of CEQA as this action is necessary to prevent or mitigate an emergency, and direct staff to file the CEQA Notice of Exemption on that basis.
