HEARING - Consider recommendations regarding services for Independent Contractor and Retirement Waiver request for First 5, as follows: (EST. TIME: 5 MIN.)
a) In accordance with California Government Code Section 7522.56(f)(1), certify that the appointment of retired County employee Eileen Monahan is necessary to fill a critical need at First 5 Santa Barbara County (First 5) before 180 days have passed from her date of retirement;
b) Approve and authorize First 5 to engage a retired employee, Eileen Monahan, as an Independent Contractor to provide assistance with the development and implementation of the Quality Rating and Improvement System transition to Santa Barbara County Education Office and Children’s Resource and Referral of Santa Barbara County, work related to child care start-up, and other projects deemed necessary by First 5 on an hourly basis not to exceed 960 hours of annual service; and
c) Determine that the above actions are organizational and administrative activities of government that are not a project under the California Environmental Quality Act (CEQA) pursuant to section 15378(b)(5) of the CEQA Guidelines.
