Consider recommendations regarding a contract with Community Solutions, Inc. for community engagement and outreach services, as follows:
a) Approve and authorize the Chair to execute an Agreement for Services of Independent Contractor with Community Solutions, Inc. (CSI) (a local vendor) to provide a Community Education and Outreach Coordinator (CEOC), who will mobilize and educate community members, families, advocates, faith-based organizations, formerly justice-involved individuals, treatment and service providers, to enhance community engagement in efforts surrounding Public Safety Realignment through Fiscal Year (FY) 2019, with a total contract amount not to exceed $100,000.00; and
b) Authorize the Chief Probation Officer or designee to approve subsequent line-item budget changes to Attachment B-1 of the Agreement in an amount not to exceed 10% of the stated line-item budgeted amounts for the service, as long as the total contract amount of the Agreement is not increased, and as long as the total budgeted amounts by the funding source are not exceeded; and
c) Determine that these activities are exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15061(b)(3), finding that this activity is covered by the general rule that CEQA applies only to projects which have the potential for causing a significant effect on the environment, and where it can be seen with certainty that there is no possibility that these activities may have a significant effect on the environment, the activities are not subject to CEQA, and direct staff to file a Notice of Exemption.
