Title: Consider recommendations regarding a Memorandum of Understanding (MOU) between the Public Health Department (PHD) and Santa Barbara Neighborhood Clinics (SBNC) for referral services, as follows; a) Approve and authorize the Chair to execute the MOU between the PHD and SBNC to facilitate patient referrals between the agencies resulting in shared access to dental services at SBNC and specialty services at PHD; b) Approve and authorize the Public Health Director to extend the MOU between PHD and SBNC for up to an additional one year period in accordance with Section 6.A of the MOU; and c) Determine that the recommended actions do not constitute a "Project" within the meaning of the California Environmental Quality Act (CEQA), pursuant to Section 15378(b)(5) of the CEQA Guidelines, because the actions consist of the organization and administrative activities of the government that will not result in direct or indirect physical changes in the environment.
