Consider recommendations regarding North County Transit Breeze Routes 100 and 200, First Amendment to Memorandum of Understanding (MOU), Third and Fourth Districts, as follows:
a) Approve, ratify, and authorize the Chair to execute Amendment No. 1 to the MOU dated July 1, 2014 with the Cities of Santa Maria, Lompoc, the County of Santa Barbara and the Santa Barbara County Association of Governments (collectively referred to as "the Parties") for the funding and operation of the Breeze 100 service and extend the current contract to June 30, 2020, contingent on the availability of funding;
