Title: Consider recommendations regarding a Personnel Resolution for the addition of Mental Health personnel who will aid in the implementation of the Edward Byrne Memorial Justice Assistance Grant Program, Fiscal Year 2019-2020, as follows: a) Adopt the Salary Resolution effective November 18, 2019 to add two (2) 1.0 FTE Behavioral Wellness Mental Health Practitioner I/II Intern positions; and b) Determine that the above action is not a project pursuant to the California Environmental Quality Act (CEQA) Guidelines Section 15378(b)(4), as it is the creation of a government funding mechanism or other government fiscal activity, which does not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment.
