Consider recommendations regarding the Department of Behavioral Wellness - Northern Santa Barbara County United Way, Inc. Renewal, September 1, 2019 through August 31, 2021, as follows:
a) Approve, ratify and authorize the Chair to execute an Agreement for Services of Independent Contractor with Northern Santa Barbara County United Way, Inc., a California Corporation (a local vendor), for the continued provision of engagement and outreach services to homeless individuals with serious persistent mental illness and/or chronic substance abuse for a maximum contract amount not to exceed $114,000.00, inclusive of $45,600.00 for services provided September 1, 2019 through August 31, 2020 and $68,400.00 for services provided September 1, 2020 through August 31, 2021;
b) Delegate to the Director of Behavioral Wellness or her designee the authority to make immaterial changes pursuant to Section 25 of the Agreement that do not change the amount or substantive terms of the Agreement and to amend Program Goals, Outcomes, and Measures pursuant to Exhibit A-1, Section 11.B. viii. of the Agreement without returning to the Board with a separate amendment, subject to the Board’s authority to rescind this delegated authority at any time; and
c) Determine that the above actions are government fiscal activities or funding mechanisms which do not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment, and are therefore not a project under the California Environmental Quality Act (CEQA) pursuant to section 15378(b)(4) of the CEQA guidelines.
