HEARING - Consider recommendations regarding the approval of Fiscal Year (FY) 2019-2020 Action Plan Substantial Amendment, and Authorization of Execution of Loan Documents and Agreements for Projects Included in the 2019-2020 Action Plan Substantial Amendment, as follows: (EST. TIME: 10 MIN.)
a) Receive and file a staff report on the Santa Barbara County Community Development Block Grant (CDBG) Urban County Partnership draft FY 2019-2020 Annual Action Plan Substantial Amendment;
b) Hear and consider public comments received on the draft FY 2019-2020 Action Plan Substantial Amendment during the thirty (30) day public comment period, which began on April 3, 2020 and concludes at the end of the May 5, 2020 public hearing on this item;
c) Approve the Substantial Amendment to the FY 2019-2020 Action Plan and direct staff to submit the Substantial Amendment to the Department of Housing and Urban Development (HUD);
d) Approve and authorize the Chair, pursuant to the Substantial Amendment, to execute the following documents to provide a loan of CDBG funds in the amount of $450,000.00 to Good Samaritan Shelter for its Safe Haven project, which consists of acquisition and rehabilitation of a 3-bedroom house to provide transitional housing and supportive services for qualifying households:
i) County CDBG Loan Agreement;
ii) County CDBG Promissory Note;
iii) County CDBG Deed of Trust; and
iv) County Regulatory Agreement;
e) Approve and authorize the Chair, pursuant to the Substantial Amendment, to execute the CDBG Subrecipient Agreements for the following projects:
i) Good Samaritan Shelter’s Santa Maria Emergency Shelter Flooring Replacement Project in the amount of $57,750.00;
ii) Cuyama Valley Recreation District’s Park Improvement Project (contract amendment) in the amount of $58,485.00, to provide additional funding to this existing project; and
iii) Habitat for Humanity Homeowner Repair Program in the amount of $30,274.00;
f) Determine that the Good Samaritan Shelter Safe Haven Project is exempt under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines section 15301, as the action consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use, and direct staff to file a Notice of Exemption on that basis;
g) Determine that the Good Samaritan Shelter Santa Maria Emergency Shelter Flooring Replacement Project is exempt under the California Environmental Quality Act (CEQA) pursuant to section 15301, as the action consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use; and
h) Determine that the other Recommended Actions are not the acceptance and approval of a project that is subject to environmental review under CEQA pursuant to section 15378(b)(4), finding that actions consist of the creation of government funding mechanisms or other government fiscal activities, which do not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment.
