HEARING - Consider recommendations regarding approval of the Santa Barbara County HOME Investment Partnership (HOME) Consortium and Community Development Block Grant (CDBG) Urban County 2020-2025 Consolidated Plan, Analysis of Impediments to Fair Housing Choice (AI), and Fiscal Year (FY) 2020-2021 Annual Action Plan, as follows: (EST. TIME: 20 MIN.)
a) Receive and file a staff report on the Santa Barbara County 2020-2025 Consolidated Plan, AI, and the 2020-2021 Action Plan, which includes recommendations for award of CDBG and HOME funds for FY 2020-2021;
b) Consider public comments received on the draft 2020-2025 Consolidated Plan, draft 2020-2021 Action Plan, and draft AI during the thirty (30) day public comment period, which commenced on April 3, 2020 and concludes at the end of the May 5, 2020 public hearing on this item;
c) Approve the recommendations for funding contained in the draft 2020-2021 Action Plan;
d) Direct staff to finalize the draft 2020-2025 Consolidated Plan, draft AI, and draft FY 2020-2021 Action Plan by revising to reflect any direction provided by the Board and adding any public comments and submit them to the U.S. Department of Housing and Urban Development (HUD);
e) Adopt a Resolution authorizing submittal of the Consolidated Plan, AI, and Action Plan to HUD;
f) Obtain public comment, consider public comment received during the time the Citizen Participation Plan was available for public comment, and approve revisions to, the County’s updated draft Citizen Participation Plan;
g) Authorize the County Executive Officer or her designee to execute all certifications, standard forms and other related documents required for the acceptance and administration of FY 2020-2021 CDBG and HOME funds and authorize the County Executive Officer or her designee to execute all certifications, standard forms, and other related documents required for the submittal to and approval by HUD of the Consolidated Plan and Action Plan; and
h) Determine that the recommended actions are not the acceptance and approval of a project that is subject to environmental review under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15378(b)(4), finding that the project is a creation of government funding mechanisms or other government fiscal activities, which do not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment.
