Title: Consider recommendations regarding a Resolution Authorizing Public Health Director to enter into a Grant Agreement for Ocean Water Quality Monitoring and Public Notification Services, as follows: a) Adopt a Resolution ratifying and authorizing the Public Health Director to enter into a Grant Agreement (Number D1914113) with the State Water Resources Control Board for a three-year period in the amount of $372,675.00, not to exceed $124,225.00 annually, to provide public beach water quality monitoring and public notification services for the period July 1, 2019 through June 30, 2022; b) Authorize the Public Health Director to execute amendments for said Grant Agreement, if funds are available and until otherwise ordered by the Board, as long as the award is within 10% of the previous annual amount and there is no significant change in the scope of work required under the agreement. Title

Consider recommendations regarding a Resolution Authorizing Public Health Director to enter into a Grant Agreement for Ocean Water Quality Monitoring and Public Notification Services, as follows:

 

a) Adopt a Resolution ratifying and authorizing the Public Health Director to enter into a Grant Agreement (Number D1914113) with the State Water Resources Control Board for a three-year period in the amount of $372,675.00, not to exceed $124,225.00 annually, to provide public beach water quality monitoring and public notification services for the period July 1, 2019 through June 30, 2022;

 

b) Authorize the Public Health Director to execute amendments for said Grant Agreement, if funds are available and until otherwise ordered by the Board, as long as the award is within 10% of the previous annual amount and there is no significant change in the scope of work required under the agreement. New agreements will require Board approval;

 

c) Authorize the Public Health Director to certify that the County of Santa Barbara has and will comply with all applicable federal and state statutory and regulatory requirements related to the financial assistance funds received by the State Water Board for the Public Beach Water Safety Program; and

 

d) Determine that these activities are exempt from California Environmental Quality Act review per CEQA Guideline Section 15061(b)(3), since it can be seen with certainty that there is no possibility that the activities may have a significant effect on the environment; and CEQA Guideline Sections 15307, and 15308, because these actions are for the protection of natural resources and the environment.
