Title: Consider recommendations regarding a Contract Renewal with Psynsergy Programs, Inc, Fiscal Years (FY) 2020-2023, as follows: a) Approve and authorize the Chair to execute an Agreement of Services of Independent Contractor with Psynergy Programs, Inc. (not a local vendor), for the provision of adult residential mental health services, for a contract amount not to exceed $1,300,000.00 for FY 2020-2021, $1,000,000.00 for FY 2021-2022, and $1,000,000.00 for FY 2022-2023 for a total contract amount of $3,300,000.00 for the period of July 1, 2020 through June 30, 2023; b) Approve and authorize the Chair to delegate to the Director of Behavioral Wellness or designee the authority to reallocate funding between funding sources during the term of the agreement, as long as there is no change to the Maximum Contract Amount; adjust daily rates if necessary to accommodate clients with acute needs; amend the program goals, outcomes, and measures in Exhibit E; and make immaterial changes to the Ag...

Title

Consider recommendations regarding a Contract Renewal with Psynsergy Programs, Inc, Fiscal Years (FY) 2020-2023, as follows:

 

a) Approve and authorize the Chair to execute an Agreement of Services of Independent Contractor with Psynergy Programs, Inc. (not a local vendor), for the provision of adult residential mental health services, for a contract amount not to exceed $1,300,000.00 for FY 2020-2021, $1,000,000.00 for FY 2021-2022, and $1,000,000.00 for FY 2022-2023 for a total contract amount of $3,300,000.00 for the period of July 1, 2020 through June 30, 2023;

 

b) Approve and authorize the Chair to delegate to the Director of Behavioral Wellness or designee the authority to reallocate funding between funding sources during the term of the agreement, as long as there is no change to the Maximum Contract Amount; adjust daily rates if necessary to accommodate clients with acute needs; amend the program goals, outcomes, and measures in Exhibit E; and make immaterial changes to the Agreement without requiring a formal amendment to the agreement, subject to the Board’s ability to rescind this delegated authority at any time; and

 

c) Determine that these activities are exempt from California Environmental Quality Act (CEQA) review per CEQA Guidelines Section 15378(b)(4) since the recommended actions are government fiscal activities, which do not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment.
