Title
Consider recommendations regarding Homeless Housing, Assistance and Prevention (HHAP) Round 2 Applications for the Santa Maria/Santa Barbara County Continuum of Care (CoC) and the County of Santa Barbara, as follows:
a) Authorize the Community Services Director, or designee, to submit a funding application and all certifications, standard forms, and other related documents to the State of California Business, Consumer Services, and Housing Agency (BCSHA) to obtain the Santa Maria/Santa Barbara County CoC funding allocation in an amount up to $1,004,973.00 from the 2020 State of California HHAP Round 2 funding;
b) Authorize the Community Services Director, or designee, to submit a funding application and all certifications, standard forms, and other related documents to the BCSHA to obtain the County of Santa Barbara allocation in an amount up to $899,512.00 from the 2020 HHAP Round 2 funding;
c) Authorize the Community Services Director, or designee, to execute all certifications, standard forms, and grant agreement in a form substantially similar to the 2019 State of California HHAP grant agreement, and other related documents required for the acceptance and administration of HHAP Round 2 funds allocated to the Santa Maria/Santa Barbara County CoC;
d) Authorize the Community Services Director, or designee, to execute all certifications, standard forms, and grant agreement in a form substantially similar to the 2019 State of California HHAP grant agreement and other related documents required for the acceptance and administration of HHAP Round 2 funds allocated to the County of Santa Barbara;
e) Authorize the Community Services Director, or designee, to sign a Letter of Support for the Santa Maria/Santa Barbara County CoC to be included in the 2020 State of California HHAP application for Round 2 funding; and
f) Determine that the recommended actions are not the approval of a project that is subject to environmental review under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15378(b)(5) and 15378(b)(4), finding that the recommended actions consist of administrative or fiscal activities of governments that will not result in direct or indirect physical changes in the environment.
