Title

Consider recommendations regarding replacement electric vehicle charging station equipment, as follows: (4/5 Vote Required)

 

a) Approve and authorize the Chair to execute the Agreement for Services of Independent Contractor with Endelos Energy, Inc., in the amount of $152,230.20 for installation of replacement electric vehicle charging station equipment at various locations across the County;

 

b) Approve the necessary Budget Revision No. 0007936 to cover the cost of this project;

 

c) Pursuant to County Code 2-39, waive competitive bidding by the County of Santa Barbara and authorize the Purchasing Agent to purchase up to 28 PowerFlex EV Chargers from Endelos Energy, Inc.;

 

d) Authorize the Director of General Services or designee to approve an extension to the term of this agreement by six months to December 31, 2022 if necessary, due to equipment supply shortages that may arise; and

 

e) Find that the recommended actions are exempt from the provisions of the California Environmental Quality Act (CEQA) pursuant to CEQA guidelines section 15301 as the actions consist of the operation, repair, maintenance, or minor alteration of existing public facilities or mechanical equipment that involves negligible or no expansion of existing or former uses; and pursuant to section 15302 as the actions consist of the replacement of existing facilities and mechanical equipment where the new facilities or equipment will be located on the same site as the facility or equipment replaced and will have substantially the same purpose and capacity as the replaced facility or equipment; and direct staff to file a Notice of Exemption on that basis.
