Consider recommendations regarding authorization of the Public Works Director to preside over Subcontractor Substitution Hearings, as follows:

 

Acting as the Board of Supervisors:

 

a) Adopt a Resolution that duly authorizes the Public Works Director, or Director’s designee, to consent to requests to substitute subcontractors and, when a written objection is filed by the listed subcontractor, to preside over hearings to consider the substitution of subcontractors pursuant to California Public Contract Code Section 4107;

 

b) Find that the proposed action does not constitute a “Project” within the meaning of the California Environmental Quality Act, pursuant to 14 CCR 15378 (b)(5), in that it is a government administrative activity that will not result in direct or indirect changes in the environment; and

 

Acting as the Board of Directors, Laguna County Sanitation District:
