Title

Consider recommendations regarding a request to ratify the execution of an Emergency Memorandum of Agreement for Mutual Aid with the 37th District Agricultural Association for Santa Maria Fairpark for COVID-19 Testing, as follows:

 

a) Approve and ratify an Emergency Memorandum of Agreement for Mutual Aid between the County of Santa Barbara and the 37th District Agricultural Association for the use of the Santa Maria Fairpark located in Northern Santa Barbara County for use on a weekly basis to assist with emergency management services in connection with the COVID-19 Incident, including but not limited to testing and vaccinations during May 4, 2020 through June 27, 2020 for an amount not to exceed $105,000.00;

 

b) Approve and ratify an Emergency Memorandum of Agreement for Mutual Aid between the County of Santa Barbara and the 37th District Agricultural Association for the use of the Santa Maria Fairpark located in Northern Santa Barbara County for use on a weekly bases to assist with emergency management services in connection with the COVID-19 Incident, including but not limited to testing and vaccinations during July 8, 2020 through September 1, 2020 for an amount not to exceed $50,000.00;

 

c) Approve and ratify an Emergency Memorandum of Agreement for Mutual Aid between the County of Santa Barbara and the 37th District Agricultural Association for the use of the Santa Maria Fairpark located in Northern Santa Barbara County for use on a weekly bases to assist with emergency management services in connection with the COVID-19 Incident, including but not limited to testing and vaccinations during September 1, 2020 through September 30, 2020 for an amount not to exceed $25,000.00;

 

d) Approve and ratify an Emergency Memorandum of Agreement for Mutual Aid between the County of Santa Barbara and the 37th District Agricultural Association for the use of the Santa Maria Fairpark located in Northern Santa Barbara County for use on a weekly bases to assist with emergency management services in connection with the COVID-19 Incident, including but not limited to testing and vaccinations during October 1, 2020 through May 1, 2021 for an amount not to exceed $230,000.00;

 

e) Approve and ratify an Emergency Memorandum of Agreement for Mutual Aid between the County of Santa Barbara and the 37th District Agricultural Association for the use of the Santa Maria Fairpark located in Northern Santa Barbara County for use on a weekly bases to assist with emergency management services in connection with the COVID-19 Incident, including but not limited to testing and vaccinations during May 1, 2021 through October 1, 2021 in an amount not to exceed $160,000.00;

 

 

 

f) Approve and ratify a First Amendment to the Emergency Memorandum of Agreement for Mutual Aid, which began May 4, 2020, between the County of Santa Barbara and the 37th District Agricultural Association for the use of the Santa Maria Fairpark located in Northern Santa Barbara County for use on a weekly bases to assist with emergency management services in connection with the COVID-19 Incident, including but not limited to testing and vaccinations, that includes the period of June 28, 2020 through July 7, 2020 in an amount not to exceed $7,000.00;

 

g) Approve and ratify a Second Amendment to the Emergency Memorandum of Agreement for Mutual Aid, which began May 4, 2020, between the County of Santa Barbara and the 37th District Agricultural Association for the use of the Santa Maria Fairpark located in Northern Santa Barbara County for use on a weekly bases to assist with emergency management services in connection with the COVID-19 Incident, including but not limited to testing and vaccinations during the period of October 1, 2021 through December 31, 2021 in an amount not to exceed $105,000.00; and

 

h) Determine that the recommended actions are not the acceptance and approval of a project that is subject to environmental review under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15378(b)(4), finding that the project is a creation of government funding mechanisms or other government fiscal activities, which do not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment; and that the actions are exempt from CEQA pursuant to Guidelines Section 15269(c) as they consist of specific actions necessary to prevent or mitigate an emergency.
