Title
Consider recommendations regarding Foothill Road Low Water Crossing Replacement (Bridge No. 51C-0381) over The Cuyama River; Federal Project BRLO-NBIL(512); County Project No. 862339; First District, as follows:
a) Approve the plans and specifications, on file in the Public Works Department, for construction of Foothill Road Low Water Crossing Replacement (Bridge No. 51C-0381) over the Cuyama River;
b) Award the construction contract in the amount of $15,962,283.00 to the lowest responsible bidder, Security Paving Company, Inc., 3075 Townsgate Road, Suite 200, Westlake Village, CA 91361, subject to the provision of documents and certifications, as set forth in the specifications applicable to the project, as required under California law;
c) Approve and authorize the Chair to execute the construction contract, which has been reviewed and approved as to form by County Counsel, Auditor-Controller and Risk Manager, or their authorized representatives;
d) Authorize the Public Works Director, or designee to approve change orders for a contingency amount up to $811,905.00, plus an additional amount of $25,800.00 for supplemental work items for the construction of Foothill Road Low Water Crossing Replacement (Bridge No. 51C-0381) over the Cuyama River; Federal Project BRLO-NBIL(512), for a total not to exceed authorization of $16,799,988.00; and
e) Consider the whole record, including the environmental effects of the project as shown in the Final Mitigated Negative Declaration (16NGD-00000-00008) dated November 14, 2016, adopted by the County of Santa Barbara on December 13, 2016, and find that pursuant to State California Environmental Quality Act Guidelines section 15162, no substantial changes are proposed to the project, and there are no substantial changes in the circumstances under which the project will be undertaken or new information of substantial importance regarding significant impacts or feasibility of mitigation measures and alternatives, and therefore approval of the Recommended Actions are within the scope of the Final Mitigated Negative Declaration (16NGD-00000-00008), and no subsequent environmental document is required.
