Title: Consider recommendations regarding Sub-Recipient Agreements and Amendments for Emergency Solutions Grant, Coronavirus (ESG-CV) funding for COVID-19 Homelessness Response, as follows: a) Approve, ratify, and authorize the Chair to execute amendments to existing agreements using ESG-CV funds allocated through the State of California for continued COVID-19 homelessness response for the following existing sub-recipients: i) $96,364.00 in additional funds as an amendment to the Good Samaritan Shelter Sub-Recipient Agreement for Emergency Shelter, Freedom Warming Centers and Father Virgil Cordano Center programs; ii) $488,728.00 in additional funds, removal of previously allocated $556,600.00 in Homeless Housing Assistance and Prevention (HHAP) Program funds, and a $147,872.00 reduction to the total contract maximum as an amendment to the Good Samaritan Shelter Sub-Recipient Agreement for Hedges House of Hope Emergency Shelter and Interim Housing program; iii) $103,348.00 in additional...

Title

Consider recommendations regarding Sub-Recipient Agreements and Amendments for Emergency Solutions Grant, Coronavirus (ESG-CV) funding for COVID-19 Homelessness Response, as follows:

 

a) Approve, ratify, and authorize the Chair to execute amendments to existing agreements using ESG-CV funds allocated through the State of California for continued COVID-19 homelessness response for the following existing sub-recipients:

 

i) $96,364.00 in additional funds as an amendment to the Good Samaritan Shelter Sub-Recipient Agreement for Emergency Shelter, Freedom Warming Centers and Father Virgil Cordano Center programs;

 

ii) $488,728.00 in additional funds, removal of previously allocated $556,600.00 in Homeless Housing Assistance and Prevention (HHAP) Program funds, and a $147,872.00 reduction to the total contract maximum as an amendment to the Good Samaritan Shelter Sub-Recipient Agreement for Hedges House of Hope Emergency Shelter and Interim Housing program;

 

iii) $103,348.00 in additional funds as an amendment to the Good Samaritan Shelter Sub-Recipient Agreement for Rapid Re-Housing;

 

iv) $376,572.00 in additional funds as an amendment to the Good Samaritan Shelter Sub-Recipient Agreement for Emergency Shelter in Lompoc and Santa Maria; and

 

v) $115,373.00 reduction of budgeted ESG-CV funds as a second amendment to the New Beginnings Counseling Center Sub-Recipient Agreement for Rapid Rehousing;

 

b) Approve, ratify, and authorize the Chair to execute agreements using ESG-CV funds allocated through the State of California for continued COVID-19 homelessness response for the following proposed sub-recipients:

 

i) $93,300.00 to Channel Islands YMCA Youth and Family Services for Rapid Re-Housing;

 

ii) $59,156.00 to Channel Islands YMCA Youth and Family Services for Street Outreach;

 

iii) $542,517.00 to the City of Santa Barbara for expenses incurred for Emergency Shelter;

 

iv) $68,725.00 to Fighting Back Santa Maria Valley for Rapid Rehousing;

 

v) $20,383.00 to Fighting Back Santa Maria Valley for Street Outreach;

 

vi) $424,816.00 to Kingdom Causes Inc., dba CityNet, for Street Outreach to Encampments and Homeless Management Information System; and

 

vii)  $309,112.00 to PATH Santa Barbara for Emergency Shelter;

 

c) Authorize the Community Services Department Director, or designee, to approve and execute amendments to any of the Sub-Recipient Agreements identified in Recommended Actions (a) and (b) above to increase or decrease the total contract maximum amount of any Subrecipient Agreement to ensure full and timely expenditure of all awarded ESG-CV funds; provided that any increase to a Subrecipient Agreement not exceed 10% of the original total contract maximum amount of the Subrecipient Agreement to be increased; and

 

d) Determine that the above recommended actions are not the approval of projects subject to environmental review under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15378(b)(4), finding that the projects are the creation of government funding mechanisms or other government fiscal activities, which do not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment.
