Title: Consider recommendations regarding a request for waiver of competition in the purchase of traffic control, flagging operations, and work zone set-up used in the Public Works - Roads Department, as follows: a) Authorize the Purchasing Agent to procure traffic control, flagging operations, and work zone set-up for Public Works projects from Statewide Traffic Safety and Signs, Inc. (a Tri-County vendor), without being required to conduct a formal bid process, in an amount not to exceed $250,000.00 per year through June 30, 2027; and b) Determine that the proposed actions are not a "project" under the California Environmental Quality Act pursuant to Section 15378(b)(2), as it involves administrative and other general policy and procedure making activity that will not result in direct or indirect physical changes to the environment.
