Title

Consider recommendations regarding Epidemiology and Laboratory Capacity (ELC) Enhancing Detection and ELC Enhancing Detection Expansion allocations for COVID-19 Activities during Fiscal Years (FYs) 2020-2021 through 2024-2025, as follows:

 

a) Approve, ratify, and authorize the Public Health Department Director to accept and receive a 20-month extension to the funding period for the ELC Enhancing Detection allocation for coronavirus response from the California Department of Public Health (CDPH) per the Paycheck Protection Program and Health Care Enhancement Act HR 266 with a revised period of May 18, 2020 through July 31, 2024 in the amount of $6,112,535.00;

 

b) Approve, ratify, and authorize the Public Health Department Director to accept and receive a 12-month extension to the funding period for the ELC Enhancing Detection Expansion allocation for coronavirus response from the CDPH per the Coronavirus Response and Relief Supplemental Appropriations Act of 2021, P.L. 116-260, with a revised period of January 15, 2021, through July 31, 2024 in the amount of $19,162,899.00; and

 

c) Determine that the above recommended actions are not a “Project” with the meaning of the California Environmental Quality Act (CEQA) and are exempt per CEQA Guideline section 15378(b)(4), since the recommended actions are government fiscal activities which do not involve commitment to any specific project which may result in a potentially significant physical impact on the environment.
