Consider recommendations regarding the Santa Ynez Valley Airport Improvement Project and Award a Professional Services Agreement (PSA) for Airport Planning, Engineering, Consulting Services and Construction Support, Third District, as follows:
a) Approve and authorize the Chair to execute a PSA with John A. Smith, an individual, doing business as Tartaglia Engineering (Tartaglia) to provide professional airport planning, engineering, consulting services, and construction support for the Santa Ynez Valley Airport; Airport Capital Improvement Program NPIAS 06-0243 (Third District) over a five-year period, in an amount not to exceed $1,000,000.00; and
