County Executive Officer’s Report: Receive a report from the County Executive Officer (CEO) on

projects, updates on state and federal legislation, and upcoming events of interest to the Board and  
the public. There will be no Board discussion except to ask questions or refer matters to staff; and  
no action will be taken unless listed on a subsequent agenda.  
County Executive Officer, Mona Miyasato announced the following:  
The next phase of the Tepusquet Vegetation Management Program will take place  
in November as a part of a fuel reduction effort that will include planned  
prescribed fires in early through mid-November; and  
The County of Santa Barbara will host a community preparedness meeting for  
persons living in and around the Lake Fire area to discuss new hazards  
associated with the recent burn scar. Additional information can be found on the  
County's social media channels.

a) Approve and authorize the Chair to execute, on behalf of the County of Santa Barbara, an  
Agreement for Professional Legal Services with Hooper, Lundy and Bookman, P.C. in an amount  
not to exceed $50,000.00 for a term from October 8, 2024 to October 7, 2025; and  
b) Determine that the above actions are not a project under the California Environmental Quality

Consider recommendations regarding the Ground Lease Agreement for San Antonio Peak (Portion  
of APN: 113-280-010), Folio No. 4084, as follows:  
a) Approve, ratify and authorize the Chair to execute the Ground Lease Agreement (Lease),  
between the County of Santa Barbara and Casmalia 1, 2, 3, 4, LLC, and Casmalia Land and  
Cattle Company, LLC (Lessor), for a term of twenty years until August 31, 2044, for a total leased  
area of approximately 4,200 square foot area of land; and  
b) Determine that the recommended action of approving the Lease is exempt from the California  
Environmental Quality Act (CEQA) pursuant to Section 15303, New Construction or Conversion  
of Small Structures, and Section 15304, Minor Alterations to Land, and approve and direct staff to  
file and post a Notice of Exemption on that basis.

PUBLIC HEALTH DEPARTMENT  
Consider recommendations regarding the Human Immunodeficiency Virus (HIV) Surveillance  
Agreement No. 24-10311 with the California Department of Public Health (CDPH), as follows:  
a) Approve, ratify, and authorize the Chair to execute Grant Agreement No. 24-10311 with the  
CDPH to accept funding for the HIV Surveillance Program in the amount not to exceed  
$181,410.00 for the period of July 1, 2024 through June 30, 2029;  
b) Approve and authorize the Public Health Director, or designee, to make any required  
certifications and Project Representative changes in accordance with the Grant Agreement;  
c) Approve and authorize the Public Health Director, or designee, to execute any future  
amendments or scope of work changes to Grant Agreement No. 24-10311 provided that the  
amendment does not exceed ten percent (10%) ($18,141.00) of the total agreement amount, upon  
review and concurrence by the Auditor Controller’s Office and County Counsel’s Office, subject  
to the Board's ability to rescind this delegated authority at any time; and  
d) Determine that the recommended actions are not a “project” within the meaning of the California  
Environmental Quality Act (CEQA) and is exempt per CEQA Guideline Section 15378(b)(4) since  
the recommended actions are government fiscal activities that do not involve commitment to any  
specific project which may result in a potentially significant physical impact on the environment.

Consider recommendations regarding an Agreement with Summit Food Service, LLC for Jail Food  
Services, as follows:  
a) Approve, ratify, and authorize the Chair to enter into an Agreement on behalf of the County of  
Santa Barbara with Summit Food Service, LLC for jail food services for the period of October 1,  
2024, to September 30, 2027, with the option of two (2) one-year extensions, not to exceed  
$7,126,062.99 within the initial term; and  
b) Find that the proposed actions do not constitute a “Project” within the meaning of the California  
Environmental Quality Act (CEQA), pursuant to 14 CCR 15378(b)(5), in that they are government  
administrative activities that will not result in direct or indirect changes to the environment.

a) Receive and file a report on existing mobile home parks in the County of Santa Barbara;  
b) Determine that the report does not constitute a project under the California Environmental  
Quality Act (CEQA), pursuant to CEQA guidelines Section 15378(b)(5); and

i) Direct staff to further investigate the feasibility of a moratorium and return to the Board for further
