the public. There will be no Board discussion except to ask questions or refer matters to staff; and  
no action will be taken unless listed on a subsequent agenda.

Santa Barbara County Fiscal Year 2025-2026 Operating Plan  
The schedule shown is an estimate for planning purposes. Items may be heard earlier or later than  
listed on the Agenda. Departmental presentations not completed on Tuesday, June 17,  
2025 may be considered on Wednesday, June 18, 2025. If Budget Hearings are continued to  
Wednesday, June 18, 2025, the Board of Supervisors may discuss, or discuss again, budget items for  
any County Department, County Function or Special Issue previously discussed.  
Persons may address the Board at the conclusion of each Functional Group presentation.  
Please refer to page two (2) of this Agenda for details regarding current methods of participation.  
Matters not listed on the Agenda or of a general nature may be addressed during the Public Comment  
Period at the beginning of each day's hearing. Additionally, pursuant to Government Code Section

COUNTY EXECUTIVE OFFICE  
HEARING - Consider recommendations regarding the Fiscal Year 2025-2026 Recommended  
Budget Hearings, as follows:  
Acting concurrently as the Board of Supervisors of the County of Santa Barbara; the Board of  
Directors, Santa Barbara County Fire Protection District; Santa Barbara County Flood Control  
and Water Conservation District; Laguna County Sanitation District; Santa Barbara County Water  
Agency; and other special districts under the supervision and control of the Board of Supervisors:  
a) Receive, consider, and file the Fiscal Year 2025-2026 Recommended Budget, which includes  
the County’s General Operating Budget as well as budgets of special districts governed by the  
Board of Supervisors;  
b) Approve final budget adjustments to the Fiscal Year 2025-2026 Recommended Budget;  
c) Approve final budget adjustments allocating $250,000.00 of funding from the General County  
Programs sustainability initiatives set aside to the Community Services Department for work on oil  
and gas regulations;  
d) Approve budget adjustments, if any, to the use of ongoing Cannabis Tax Revenue allocated to  
the Sheriff Cannabis Enforcement Program and the 18% Deferred Maintenance Program, as  
amended during Budget Hearings;  
e) Adopt a Resolution of the Board of Supervisors entitled In the Matter of Adopting the Budget  
for Fiscal Year 2025-2026;  
f) Delegate authority to the Chair to execute single-year renewals of grants and contracts previously  
approved by the Board and included in the Fiscal Year 2025-2026 Recommended Budget, where  
contract amounts are within 10% of previously contracted amounts;  
g) Receive the draft Salary Resolution, direct any specific changes made during the June 2025  
budget hearings, and adopt that amended Salary Resolution to be effective June 23, 2025, which  
updates job classifications and department position allocations to include positions approved by the  
Board of Supervisors during the Fiscal Year 2025-2026 Budget Hearings;  
h) Adopt position changes previously approved by the County Executive Officer during Fiscal Year  
2024-2025 under Board Resolution 99-486; and  
i) Determine pursuant to the California Environmental Quality Act (CEQA) Guidelines Section  
15378(b)[4] that the above fiscal activities are not a project subject to CEQA.  
COUNTY EXECUTIVE OFFICER’S RECOMMENDATION: POLICY  
A motion was made by Supervisor Hartmann, seconded by Supervisor Capps, that  
this matter be acted on as follows:  
Acting concurrently as the Board of Supervisors; Board of Directors, Fire  
Protection District; Board of Directors, Flood Control and Water Conservation  
District; Board of Directors, Laguna County Sanitation District; Board of  
Directors, Water Agency; and other Special Districts under the supervision and  
control of the Board of Supervisors:  
c) Approve a revision to the recommended budget allocating $250,000.00 of  
funding from the General County Programs sustainability initiatives set aside to

HEARING - Consider recommendations regarding the Fiscal Year 2025-2026 Recommended  
Budget for the County of Santa Barbara as Successor Agency to the former County of Santa  
Barbara Redevelopment Agency, as follows:  
a) Adopt a Resolution of the Board of Supervisors of the County of Santa Barbara as the  
Successor Agency to the former County of Santa Barbara Redevelopment Agency, entitled In the  
Matter of Adopting the Budget for Fiscal Year 2025-2026 for the County of Santa Barbara as  
Successor Agency to the Former County of Santa Barbara Redevelopment Agency; and  
b) Determine that the above-recommended actions are not a project that is subject to  
environmental review under the California Environmental Quality Act (CEQA), pursuant to CEQA  
Guidelines Section 15378(b)[4], finding that the actions are governmental funding mechanisms  
and/or fiscal activities that will not result in direct or indirect physical changes in the environment.  
COUNTY EXECUTIVE OFFICER’S RECOMMENDATION: POLICY  
A motion was made by Supervisor Nelson, seconded by Supervisor Lavagnino, that  
this matter be acted on as follows:  
Acting as the Successor Agency to the former County of Santa Barbara  
Redevelopment Agency:  
a) Adopted; and  
RESOLUTION NO. 25-144  
b) Approved.
