COUNTY HEALTH DEPARTMENT  
HEARING - Consider recommendations regarding a Public Hearing for Impacts to  
Medical Services provided by the County of Santa Barbara, as follows:  
(EST. TIME: 1 HR.)  
a) Conduct a public hearing to discuss the closure, elimination, or reduction of medical  
services provided by the County of Santa Barbara;  
b) Designate County Health to provide a 24-hour information service that can give  
eligible people immediate information on the available services and access to them,  
and to receive and respond to complaints from individuals eligible for services under  
Health and Safety Code Chapter 2.5 (sections 1440-1498); and  
c) Determine that the above-recommended actions are not a project that is subject to  
environmental review under the California Environmental Quality Act (CEQA), pursuant  
to CEQA Guidelines section 15378(b)[5], finding that the actions consist of  
administrative activities of government that will not result in direct or indirect physical  
changes in the environment.

COUNTY EXECUTIVE OFFICE  
HEARING - Consider recommendations regarding Fiscal Year 2026-2027  
Recommended Budget Hearings, as follows:  
Acting concurrently as the Board of Supervisors, County of Santa Barbara; the Board  
of Directors, Fire Protection District; the Board of Directors, Flood Control and Water  
Conservation District; the Board of Directors, Laguna County Sanitation District; the  
Board of Directors, Water Agency and other special districts under the supervision and  
control of the Board of Supervisors:  
a) Receive, consider, and file the Fiscal Year 2026-2027 Recommended Budget,  
which includes the County’s General Operating Budget as well as budgets of special  
districts  
governed by the Board of Supervisors;  
b) Approve County Executive Officer (CEO) recommended adjustments and final  
budget adjustments to the Fiscal Year 2026-2027 Recommended Budget;  
c) Adopt a Resolution of the Board of Supervisors entitled In the Matter of Adopting the  
Budget for Fiscal Year 2026-2027;  
d) Delegate authority to the Chair of the Board to execute single-year renewals of  
grants and contracts previously approved by the Board and included in the Fiscal Year  
2026-2027 Recommended Budget, where contract amounts are within 10% of  
previously contracted amounts;  
e) Receive the draft salary resolution, direct any specific changes made during the  
June 2026 budget hearings, and adopt that amended salary resolution, which updates  
job classifications and department position allocations to include positions approved  
by the Board of Supervisors during the Fiscal Year 2026-2027 Budget Hearings to be  
effective July 1, 2026, and salaries effective July 6, 2026;  
f) Adopt position changes previously approved by the CEO during Fiscal Year  
2025-2026 under Board Resolution 99-486; and  
g) Determine pursuant to the California Environmental Quality Act (CEQA) Guidelines  
Section 15378(b)(4) that the above fiscal activities are not a project subject to CEQA.

A motion was made by Supervisor Hartmann, seconded by  
Supervisor Lee, that this matter be acted on as follows:  
Acting concurrently as the Board of Supervisors; Board of Directors,

under the supervision and control of the Board of Supervisors:  
a) Received, considered, and filed the Fiscal Year 2026-2027  
Recommended Budget, which includes the County’s General

adjustments (Attachment A-1 to the Board Letter) and final budget

HEARING - Consider recommendations regarding the Fiscal Year 2026-2027  
Recommended Budget for the County of Santa Barbara as Successor Agency to the  
former County of Santa Barbara Redevelopment Agency, as follows:  
a) Adopt a Resolution of the Board of Supervisors of the County of Santa Barbara as  
the Successor Agency to the former County of Santa Barbara Redevelopment Agency,  
entitled In the Matter of Adopting the Budget for Fiscal Year 2026-2027 for the County  
of Santa Barbara as Successor Agency to the Former County of Santa Barbara  
Redevelopment Agency; and  
b) Determine that the above-recommended actions are not a project that is subject to  
environmental review under the California Environmental Quality Act (CEQA), pursuant  
to CEQA Guidelines section 15378(b)[4], finding that the actions are governmental  
funding mechanisms and/or fiscal activities that will not result in direct or indirect  
physical changes in the environment.  
COUNTY EXECUTIVE OFFICER’S RECOMMENDATION: POLICY

Supervisor Lee, that this matter be acted on as follows:  
Acting as the Successor Agency to the former County of Santa
