Consider recommendations regarding a First Amendment for Services of Independent Contractor  
with Community Health Centers of the Central Coast, as follows:  
a) Approve and authorize the Chair to execute a First Amendment for Services of Independent  
Contractor with Community Health Centers of the Central Coast (a local vendor) to decrease the  
contract by $344,893.00 effective July 1, 2016 due to a change in Mental Health Service Act  
Prevention and Early Intervention service funding for a new contract amount of $146,565.00 for  
Fiscal Year 2016-2017 and a total contract amount not to exceed $1,100,761.00 through June  
30, 2017; and  
b) Determine that these activities are exempt from California Environmental Quality Act review per  
CEQA Guidelines Section 15378(b)(5) since the recommended actions are government  
administrative activities which do not involve commitment to any specific project which may result  
in potentially significant physical impact on the environment.

Incorporated’s contract for Fiscal Year 2014-2017, as follows:  
a) Approve and authorize the Chair to execute a First Amendment to Anka Behavioral Health  
Incorporated’s contract, adding new language and changing the County Maximum Allowable  
(CMA), from $345.00 a day to Actual Cost with no change to the total maximum amount through  
June 30, 2017; and  
b) Determine that the above actions are organizational or administrative activities of the government  
that will not result in direct of indirect physical changes in the environment, pursuant to section  
15378(b)(5) of the California Environmental Quality Act guidelines.

Consider recommendations regarding amendments to “Chapter 26 - Parks and Recreation” of the  
County Code, as follows:  
a) Consider and approve the adoption (second reading) of an Ordinance amending “Chapter 26 -  
Parks and Recreation” of the County Code; and  
b) Approve a Notice of Exemption pursuant to the California Environmental Quality Act (CEQA)  
guidelines, Section 15061(b) (3), finding that the Ordinance is not subject to CEQA because of the  
general rule that CEQA applies only to projects which have the potential for causing a significant  
effect on the environment, and further find that there is no possibility that the enactment of the  
Ordinance may have a significant effect on the environment.

Consider recommendations regarding the Santa Maria Senior Apartments reservation of HOME  
and or In-Lieu funds, Fifth District, as follows:  
a) Approve a preliminary reservation of County funds for the Santa Maria Senior Apartments  
project that will: be in an amount not to exceed $580,000.00; consist of HOME funds and/or  
In-Lieu Funds in specific amounts to be determined by the Board at a later date; and be released if  
People’s Self Help Housing Corporation does not receive notification of an award of state  
low-income housing tax credits for the project by October 31, 2016;  
b) Authorize the Director of the Community Services Department to sign a letter to the project  
applicant indicating the approved reservation; and  
c) Determine that the approval of the reservation is not the approval of a project that is subject to  
environmental review under the California Environmental Quality Act (CEQA) pursuant to CEQA  
Guidelines section 15378(b)(4), finding that the actions are not a project as they are the creation of  
government funding mechanisms or other government fiscal activities which do not involve any  
commitment to any specific project which may result in a potentially significant impact on the  
environment, and direct staff to file a Notice of Exemption.

Contractor with Willdan in the amount not to exceed $220,756.00 for a feasibility study of  
community choice aggregation;  
c) Authorize the Community Services Director or designee to amend the Agreement for Services of  
Independent Contractor by extending the term for a period not to exceed 6 months; and  
d) Determine that the recommended actions do not constitute a project subject to environmental

Professional Services Agreement (PSA) to produce Design-Build Bridging Documents for New  
Cuyama Fire Station 41, Project No. 8751, First District, as follows:  
a) Approve use of the design-build project delivery method to design and build the New Cuyama  
Fire Station 41, Project No. 8751, in accordance with Public Contract Code Section 22162;  
b) Approve and authorize the Chair to execute the Professional Services Agreement (PSA) with  
Ravatt, Albrecht & Associates, Inc., a local firm, in the amount of $156,380.00 to provide  
Architectural Design and Engineering services to produce the design-build bridging documents for  
the New Cuyama Fire Station 41, Project No. 8751;  
c) Authorize the General Services Director or designee to approve changes or additions to the  
professional services being performed under the PSA with Ravatt Albrecht & Associates in an  
amount not to exceed $15,638.00; and  
d) Find that the proposed project is categorically exempt from the provisions of the California  
Environmental Quality Act (CEQA) pursuant to State CEQA Guidelines Section 15302(b), as it  
consists of replacement of existing structures and facilities where the new structure will be located  
on the same site as the structure replaced and will have substantially the same purpose and capacity  
as the structure replaced, and approve and direct staff to file a Notice of Exemption on that basis.

Fiscal Years 2016- 2019, as follows:  
a) Approve and authorize the Chair to execute the Agreement Relating to Welfare Client Data  
Systems (WCDS) Management by and among the eighteen (18) WCDS Consortium counties,  
which includes the County of Santa Barbara, and the California State Association of Counties  
(CSAC) for the services of WCDS management staff for the period of July 1, 2016 through June  
30, 2019 in an amount not to exceed $747,245.00 for County’s share of the WCDS Consortium’s  
cost; and  
b) Determine that the approval and execution of the Agreement is not the approval of a project that  
is subject to environmental review under the California Environmental Quality Act (CEQA),  
pursuant to CEQA Guidelines section 15378(b)(4), finding that the project is a creation of a

Children and Families (Casa Pacifica) in the amount not to exceed $693,904.00 to provide CWS  
SB 163 Wraparound Services as a family-centered, community-oriented, culturally sensitive,  
strength-based, individualized alternative to sending foster children to, or keeping them in group  
home placements, for the period of July 1, 2016 through June 30, 2017; and  
b) Determine under the California Environmental Quality Act (CEQA) Guidelines Section 15061  
(b)(3) that this activity is exempt from review on the basis that it can be seen with certainty that  
there is no possibility that the activity may have a significant effect on the environment.

authorizing the application for Assisted Outpatient Treatment Services for an  
initial 3 year period subject to annual appropriations and targeted to serve about  
10 people with a start date of approximately November 1, 2016 to provide those  
Assisted Outpatient Treatment Services and those same services on a voluntary  
basis. Further directed staff to begin work to ensure community participation, to  
partner with the Santa Barbara County Service Departments and the Courts in  
the AOT program design, to develop a program utilizing an external evaluator to  
determine overall impacts to the individuals and the cost savings to the County for  
the individuals ordered to participate in the program as opposed to those  
participating voluntarily in the same level and type of service, to review the MHSA  
plan via the community program planning process, to determine the feasible use  
of funds for program service delivery and direct the the Department of Behavioral  
Wellness, the County Executive Office and partner agencies to immediately  
pursue all grant funding options to offset the cost of implementation, evaluation  
and for sustaining the AOT program.
