projects, updates on state and federal legislation, and upcoming events of interest to the Board and  
the public. There will be no Board discussion except to ask questions or refer matters to staff; and  
no action will be taken unless listed on a subsequent agenda.  
No report from the County Executive Officer, Mona Miyasato.

All times shown are estimates for planning purposes. Items may be heard earlier or later than  
listed on the Agenda. Departmental presentations not completed on Friday, June 16, 2023 may be  
considered on Monday, June 20, 2023. If Budget Hearings are continued to Monday, June 20, 2023,  
the Board of Supervisors may discuss, or discuss again, budget items for any County Department,

COUNTY EXECUTIVE OFFICE  
HEARING - Consider recommendations regarding Fiscal Year (FY) 2023-2024 Recommended  
Budget Hearings, as follows:  
Acting concurrently as the Board of Supervisors; Board of Directors, Fire Protection District;  
Board of Directors, Flood Control and Water Conservation District; Board of Directors, Laguna  
County Sanitation District; Board of Directors, Water Agency; and other Special Districts under  
the supervision and control of the Board of Supervisors:  
a) Receive, consider, and file the FY 2023-2024 Recommended Budget, which includes the  
County’s General Operating Budget as well as budgets of Special Districts governed by the Board  
of Supervisors;  
b) Approve County Executive Officer’s recommended expansions and final budget adjustments to  
the FY 2023-2024 Recommended Budget;  
c) Adopt the Resolution entitled In the Matter of Adopting the Budget for FY 2023-2024;  
d) Approve budget adjustments as amended during Budget Hearings, to the FY 2023-2024  
Recommended Budget;  
e) Delegate authority to the Chair to execute single-year renewals of grants and contracts  
previously approved by the Board and included in the FY 2023-2024 Recommended Budget,  
where contract amounts are within 10% of previously contracted amounts;  
f) Receive the draft Salary Resolution, direct any specific changes made during the June 2023  
budget hearings, and adopt that amended Salary Resolution to be effective June 26, 2023, which  
updates job classifications and department position allocations to include positions approved by the  
Board during the FY 2023-2024 Budget Hearings;  
g) Adopt position changes previously approved by the County Executive Officer during FY  
2022-2023 under Board Resolution 99-486; and  
h) Determine pursuant to California Environmental Quality Act (CEQA) Guidelines Section  
15378(b)(4) that the above fiscal activities are not a project subject to CEQA.

A motion was made by Supervisor Lavagnino, seconded by Supervisor Nelson, that  
this matter be acted on as follows:  
Acting concurrently as the Board of Supervisors and the Board of Directors, Fire  
Protection District, Santa Barbara County Flood Control and Water Conservation  
District, Laguna County Sanitation District, Santa Barbara County Water  
Agency and other Special Districts under the supervision and control of the  
Board of Supervisors:  
a) Received, considered, and filed the Fiscal Year 2023-2024 Recommended

HEARING - Consider recommendations regarding the Fiscal Year (FY) 2023-2024  
Recommended Budget for the County of Santa Barbara as Successor Agency to the former  
County of Santa Barbara Redevelopment Agency, as follows:  
a) Adopt the Resolution of the Board of Supervisors of the County of Santa Barbara as the  
Successor Agency to the former County of Santa Barbara Redevelopment Agency, entitled In the  
Matter of Adopting the Budget for FY 2023-2024 for the County of Santa Barbara as Successor  
Agency to the Former County of Santa Barbara Redevelopment Agency; and  
b) Find that the proposed action is not a project under the California Environmental Quality Act  
(CEQA) pursuant to Sections 15378(b)(4) and 15378(b)(5) of the CEQA Guidelines, because it  
consists of government fiscal, organizational, or administrative activities that will not result in direct  
or indirect physical changes in the environment.  
COUNTY EXECUTIVE OFFICER’S RECOMMENDATION: POLICY
