Disclosure of Campaign Contributions  
Pursuant to Government Code section 84308, members of the Board of Supervisors are disqualified and  
not able to participate in any agenda item involving contracts (other than competitively bid, labor, or  
personal employment contracts), franchises, discretionary land use permits and other entitlements if the  
Board member received more than $250 in campaign contributions from the applicant or contractor, an  
agent of the applicant or contractor, or any financially interested participant who actively supports or  
opposes the County’s decision on the agenda item within the preceding 12 months. Applicants, appellants,  
contractors, agents or any financially interested participant who actively supports or opposes the  
County’s decision on the agenda item who have made campaign contributions totaling more than $250 to  
a Board member within the preceding 12 months, are required to disclose that fact for the official record  
of the subject proceeding. Disclosures must include the amount and date of the campaign contribution and  
identify the recipient Board member and may be made either in writing to the Clerk of the Board of  
Supervisors prior to the subject hearing or by verbal disclosure at the time of the hearing.  
Closed Session  
The Board of Supervisors conducts a Closed Session between 12:00 P.M. and 1:00 P.M. and at 8:00 A.M.  
as necessary. Closed Sessions are not open to the public. Matters discussed during Closed Session include  
existing and pending litigation, personnel matters and real property negotiations. Actions taken by the  
Board during Closed Session will be announced during open session (Gov. Code Sections 54957.1(a) &  
(b), Ralph M. Brown Act). Members of the public may address the Board on Closed Session Agenda items

Contract (BC) No. 24-230) with KPMG LLP for Behavioral Wellness Department Financial,  
Organizational, and Operational Reviews for Fiscal Year 2024-2025, as follows:  
a) Approve, ratify, and authorize the Chair to execute a First Amendment to the Agreement  
for Services of Independent Contractor (BC24-230) with KPMG LLP (not a local vendor) to  
extend the term of the contract from June 30, 2025 through December 31, 2025, for a revised  
contract term of February 1, 2025 through December 31, 2025, with no change to the not to  
exceed maximum contract amount of $617,000.00; and  
b) Determine that the above-recommended action is not a project that is subject to  
environmental review under the California Environmental Quality Act (CEQA), pursuant to  
CEQA Guidelines Section 15378(b)(4), finding that the action is a governmental funding  
mechanism and/or fiscal activity that will not result in direct or indirect physical changes in  
the environment.

(CalMHSA) First Amendment to the Fiscal Years (FYs) 2023-2025 Participation Agreement  
for Inter-Member Transfers Program Services (No. 4948-PT-2023-SB), as follows:  
a) Approve, ratify, and authorize the Chair to execute a First Amendment to the Participation  
Agreement with CalMHSA for the Inter-Member Transfers (a.k.a Presumptive Transfer)  
Program (Contract No. 4948-PT-2023-SB) to extend the term of the agreement from June 30,  
2025 to June 30, 2027; replenish $200,000.00 to the Initial Funding Deposit (IFD), and  
replace Exhibit A, Section II, Program Overview to incorporate information pertaining to  
Assembly Bill (AB) 1051, for a revised total maximum contract amount not to exceed  
$250,000.00, inclusive of administrative fees consisting of portal fees ($4,000.00 annually)  
and transaction fees (5% of annual transfer-out payments), for the period of July 1, 2023  
through June 30, 2027; and  
b) Determine that the above-recommended action is not a project that is subject to  
environmental review under the California Environmental Quality Act (CEQA), pursuant to  
CEQA Guidelines Section 15378(b)(4) and (b)(5), finding that the action is a governmental  
funding mechanism and/or administrative or fiscal activity that will not result in direct or  
indirect physical changes in the environment.

COUNTY HEALTH DEPARTMENT  
Consider recommendations regarding Tuberculosis (TB) Control Local Assistance Funds  
Acceptance of Award Number 2542BASE-F and 2542BASE-S from the California  
Department of Public Health (CDPH), as follows:  
a) Approve and authorize the Chair to execute an Acceptance of Award Nos. 2542BASE-F  
and 2542BASE-S for the TB Control Local Assistance Funds with the CDPH TB Control  
Branch to enhance current efforts to prevent, control and eventually eliminate TB in Santa  
Barbara County. This award, in the amount not to exceed $144,041.00 is for a period of  
performance from July 1, 2025 through June 30, 2026;  
b) Approve and authorize the County Health Director, or designee, to make any required  
certifications in accordance with Award Nos. 2542BASE-F and 2542BASE-S; and  
c) Determine that the recommended actions do not constitute a “Project” within the meaning  
of the California Environmental Quality Act (CEQA), pursuant to Section 15378(b)(4) of the  
CEQA Guidelines, because the actions consist of the creation of a government funding  
mechanism or other government fiscal activity, which does not involve commitment to any  
specific project which may result in a potentially significant physical impact on the  
environment.

Consider recommendations regarding the Centers for Disease Control and Prevention (CDC)  
Data Sharing and Use Agreement (DUA) for Participation in the National Syndromic  
Surveillance Program (NSSP), as follows:  
a) Approve and authorize the Chair to execute a DUA with CDC, and County of Santa  
Barbara Health (County Health) for participation in the NSSP. The DUA will remain in effect  
for a period of one year, beginning May 13, 2025 and terminating on May 12, 2026;  
b) Approve and authorize the Director of County Health, or designee, to make and sign any  
required representations or certifications in accordance with the DUA; and  
c) Determine that the recommended actions are not a “Project” within the meaning of the  
California Environmental Quality Act (CEQA) and are exempt per CEQA Guideline Section  
15378(b)(4), since the recommended actions are creation of a governmental funding  
mechanisms or other government fiscal activities that do not involve commitment to any  
specific project which may result in a potentially significant physical impact on the

and Bicycle Connector, First District, as follows:  
a) Approve and authorize the Chair to execute Amendment No. 2 to the MOU with SBCAG  
for the Sheffield Drive to Ortega Hill Pedestrian and Bicycle Connector project to increase  
the SBCAG funding amount by $260,000.00 for a revised total not to exceed amount of  
$2,670,000.00, with a term through December 31, 2027; and  
b) Find that the proposed action does not constitute a “Project” within the meaning of  
California Environmental Quality Act, pursuant to 14 CCR 15378(b)(2) (continuing  
administrative or maintenance activities, such as purchases for supplies, personnel-related  
actions, general policy and procedure making).

Director of Public Works to advertise for construction; and  
c) Find the Road Maintenance Annual Plan for Fiscal Year 2025-2026 is exempt from the  
provisions of California Environmental Quality Act pursuant to 14 CCR 15301(c) (as the  
proposed project(s) consists of the operation, repair, maintenance, or minor alteration of  
existing public or private structures, facilities, mechanical equipment, or topographical  
features, involving negligible or no expansion of use beyond that previously existing,  
including but not limited to existing highways and streets, sidewalks, gutters, bicycle and  
pedestrian trails, and similar facilities), and approve the filing of a Notice of Exemption on

a) Consider the adoption of an Ordinance Amending Ordinance Nos. 3130 and 4142 to  
Change the Annual Service Charge, Connection Charge, and the Dutard-Solomon and  
Bradley Solomon Trunk Sewer Fees;

d) Determine that the acceptance of the FY 2025-2026 Public Safety Realignment Plan is  
exempt from CEQA pursuant to CEQA Guidelines Section 15061(b)(3), finding that the  
activities are covered by the common sense exception that CEQA applies only to projects  
which have the potential for causing a significant effect on the environment, and where it can  
be seen with certainty that there is no possibility that the activities in question may have a  
significant effect on the environment, the activities are not subject to CEQA.

HEARING - Consider recommendations regarding a Response to the 2024-2025 Grand Jury  
Report on Epidemic Response, as follows: (EST. TIME: 45 MIN.)  
a) Consider and adopt the responses as the Board of Supervisors’ response to the 2024-2025  
Grand Jury report entitled “Is the Santa Barbara Public Health Department Prepared for the  
Next Epidemic?”;  
b) Authorize the Chair to sign the letter, and forward the letter and responses to the Presiding  
Judge of Santa Barbara Superior Court; and  
c) Determine pursuant to the California Environmental Quality Act (CEQA) Guidelines  
15378(b)(5) that the above actions are not a project subject to CEQA review, because they are  
government administrative activities that do not result in direct or indirect physical changes  
to the environment.
