Community Forum on Cannabis Odor in Carpinteria
I. Goals of the Community Forum
a) On January 14, 2025, the Board unanimously directed the Planning Commission to amend the
Ordinance to require multiple-technology carbon filtration. This forum will provide an opportunity
to hear from the community most affected by odor impacts before the Board considers this issue at
the March 18, 2025, meeting;
b) Requesting feedback from community members specifically regarding the following:
i) The proposed cannabis odor thresholds recommended by the Planning Commission:
“…the operation cannot reach 7 D/T (Dilution to Threshold) for a consecutive 3-minute
period time”;
ii) The use of nasal-ranger technology to verify odor thresholds as well as other
technologies to verify odor thresholds; and
iii) Extension proposals from the Planning and Development Department;
c) Holding this forum reflects the Board of Supervisors’ commitment to responding to community
needs and maintaining flexibility in county governance; and
d) The Board will not be voting on policy or giving additional guidance to Staff.
