Legal Authority:
The Air Pollution Control District Hauser Board was enacted pursuant to California State Assembly Bill AB 75 (Hauser) effective July 1, 1994. Pursuant to minute order dated February 5, 2002, the County of Santa Barbara entered into an agreement with the eight incorporated cities within the county establishing the 13 member APCD Board of Directors. The Santa Barbara County Air Pollution Control District (District) is a county air pollution control district as defined in Health and Safety Code section 39022.

Membership:
The thirteen members of the Board of Directors consist of the five members of the County Board of Supervisors and one member, being mayors or city council members, selected from each of the eight incorporated cities within the County. In addition, each city may elect an alternate member.

Term:
Members of the County Board of Supervisors serve as Directors on the APCD Board for the duration of each four year term or partial term to which they are elected or appointed. Members of the APCD Board representing the incorporated cities within the County, being mayors or city council members are selected by each City Council.

Duties:
To set policy for local clean air programs through the adoption and implementation of clean air plans; Adopt locally developed rules and regulations to improve air quality; Implement federal and state mandated rules and programs to achieve clean air; Refer businesses and citizens with complaints, permitting and compliance problems to the Air Pollution Control Officer for resolution; Lobby for effective laws relating to air pollution control; Receive public testimony at public hearings related to APCD rules, regulations and clean air plans; Review and approve the Air Pollution Control District budget; Appoint APCD Hearing Board Members, and the Air Pollution Control Officer.

Meeting Date and Location:
The Air Pollution Control District Board meets on the third Thursday of January, March and May in Santa Maria; and June, August, October, and December in Santa Barbara at 1:00 p.m.
