Title
Consider recommendations regarding the submittal of a Local Coastal Program (LCP) Amendment to the California Coastal Commission (CCC) Regarding the Rose Comprehensive Plan Amendment and Zoning Map Amendment, Case Nos. 23GPA-00006, 23RZN-00006, and 25NGD-00006, Second District, as follows:
a) Adopt a resolution authorizing Planning and Development (P&D) to submit the following amendment to the Santa Barbara County LCP to the CCC for review and certification:
i) Resolution No. 26-164 to amend the Land Use Designation Map in the Eastern Goleta Valley Community Plan to re-designate Assessor Parcel No. (APN) 065-290-026 from A-I-10 (Agriculture I, Minimum parcel size 10 acres) to RES-1.8 (Single Family, Minimum parcel size 20,000 square feet) (Case No. 23GPA-00006); and
ii) Ordinance No. 5296 to amend the Zoning Map of the Article II Coastal Zoning Ordinance (Article II) for APN 065-290-026 to change the zoning from AG-I-10 (Agriculture I, Minimum parcel size 10 acres) to 20-R-1 (Single Family, Minimum parcel size 20,000 square feet) (Case No. 23RZN-00006);
b) Direct P&D to transmit the adopted resolution to the Executive Director of the CCC; and
c) Determine that the submittal of the aforementioned resolution and amendments to the Santa Barbara County LCP to the CCC is exempt from environmental review pursuant to California Environmental Quality Act (CEQA) Guidelines Section 15265 [Adoption of Coastal Plans and Programs].
