Title
Consider recommendations regarding a request to ratify execution of Emergency Memorandum of Agreements and Temporary Right of Entry Agreements with Goleta Valley Community Center for COVID-19 Testing, as follows:
a) Approve and ratify an Emergency Memorandum of Agreement between the County of Santa Barbara and Goleta Valley Community Center located in Southern Santa Barbara County to assist with emergency management services in connection with the COVID-19 Incident, including but not limited to testing and vaccinations from September 1, 2020 through September 30, 2020 for an amount not to exceed $23,000.00;
b) Approve and ratify a First Amendment to the Emergency Memorandum of Agreement between the County of Santa Barbara and Goleta Valley Community Center located in Southern Santa Barbara County to assist with emergency management services in connection with the COVID-19 Incident, including but not limited to testing and vaccinations from October 1, 2020 through November 1, 2020 for an amount not to exceed $29,000.00;
c) Approve and ratify an Emergency Memorandum of Agreement between the County of Santa Barbara and Goleta Valley Community Center located in Southern Santa Barbara to assist with emergency management services in connection with the COVID-19 Incident, including but not limited to testing and vaccinations from November 2, 2020 through May 1, 2021 for an amount not to exceed $201,000.00;
d) Approve and ratify an Emergency Memorandum of Agreement between the County of Santa Barbara and Goleta Valley Community Center located in Southern Santa Barbara County to assist with emergency management services in connection with the COVID-19 Incident, including but not limited to testing and vaccinations from May 1, 2021 through October 1, 2021 for an amount not to exceed $116,000.00;
e) Approve, ratify, and authorize the Chair to execute an Emergency Memorandum of Agreement between the County of Santa Barbara and Goleta Valley Community Center located in Southern Santa Barbara County to assist with emergency management services in connection with the COVID-19 Incident, including but not limited to testing and vaccinations from October 1, 2021 through December 31, 2021 for an amount not to exceed $100,000.00;
f) Approve and ratify a Temporary Right of Entry Agreement between the County of Santa Barbara and Goleta Valley Community Center located in Southern Santa Barbara County to assist with emergency management services in connection with the COVID-19 Incident, including but not limited to testing and vaccinations from September 1, 2020 through November 1, 2020;
g) Approve and ratify a Temporary Right of Entry Agreement between the County of Santa Barbara and Goleta Valley Community Center located in Southern Santa Barbara County to assist with emergency management services in connection with the COVID-19 Incident, including but not limited to testing and vaccinations from November 2, 2020 through May 1, 2021;
h) Approve and ratify a Temporary Right of Entry Agreement between the County of Santa Barbara and Goleta Valley Community Center located in Southern Santa Barbara County to assist with emergency management services in connection with the COVID-19 Incident, including but not limited to testing and vaccinations from May 1, 2021 through October 1, 2021;
i) Approve, ratify and authorize the Chair to execute a Temporary Right of Entry Agreement between the County of Santa Barbara and Goleta Valley Community Center located in Southern Santa Barbara County to assist with emergency management services in connection with the COVID-19 Incident, including but not limited to testing and vaccinations from October 1, 2021 through December 31, 2021; and
j) Determine that the recommended actions are not the acceptance and approval of a project that is subject to environmental review under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15378(b)(4), finding that the project is a creation of government funding mechanisms or other government fiscal activities, which do not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment; and that the actions are exempt from CEQA pursuant to Guidelines Section 15269(c) as they consist of specific actions necessary to prevent or mitigate an emergency.
