Title
Consider recommendations regarding Authority to Award Construction and Engineering Construction Quality Assurance (CQA) Contracts for the South Coast Recycling and Transfer Station Tunnel Repair Project, County Project 828367, Second District, as follows:
a) Approve plans and specifications for the South Coast Recycling and Transfer Station Tunnel Repair Project, on file in the Public Works Department office;
b) Award the construction contract in the amount of $201,300.00 to the lowest responsible bidder, Brough Construction, Inc. (a Tri-County Vendor) 634 Printz Road, Arroyo Grande, CA 93420, subject to the provision of documents and certifications, as set forth in the plans and specifications applicable to the project, as required under California Law;
c) Approve and authorize the Chair to execute the construction contract, which has been reviewed and approved by County Counsel, Auditor-Controller and Risk Manager, or their authorized representatives;
d) Authorize the Public Works Director or designee to approve change orders to the contract with Brough Construction, Inc. for a contingency amount up to $20,130.00 for a contract total not to exceed authorization of $221,430.00;
e) Approve and authorize the Chair to execute an agreement with SCS Engineers for CQA services for the South Coast Recycling and Transfer Station Tunnel Repair Project in an amount not to exceed $22,400.00;
f) Authorize the Public Works Director or designee to approve amendments to the professional services agreement with SCS Engineers in an amount not to exceed $2,240.00 for a total contract amount not to exceed $24,640.00; and
g) Determine that the action to award contracts for the construction and construction quality assurance services for the South Coast Recycling and Transfer Station Tunnel Repair Project is within the scope of the project included in the Notice of Exemption prepared pursuant the California Environmental Quality Act (CEQA) Guidelines Section 15301, dated November 27, 2019, approved by the Board of Supervisors on January 28, 2020, and posted at the Clerk of the Board on January 29, 2020.
