Consider recommendations regarding an Active Treatment System for the Compost Management Unit at the ReSource Center, Third District, as follows: (4/5 Vote Required)
a) Approve and authorize the Chair to execute Amendment No. 1 to Agreement BC24100 with Geosyntec Consultants, Inc. (a local vendor) for the design of an Active Treatment System for contact wastewater generated at the ReSource Center Compost Management Unit, and increase the Agreement amount by $366,100.00 for a revised total amount not to exceed $576,300.00;
b) Approve Budget Revision Request No. 0010095 to increase appropriations in the amount of $4,800,000.00 in the Public Works Resource Recovery and Waste Management Enterprise Fund, which is funded by the release of Retained Earnings;
c) Approve installation of the ReSource Center Composting Management Unit Active Treatment System; and
d) After considering the second Addendum dated August 9, 2024 to the environmental review documents (Addendum date August 15, 2023 considered on October 3, 2023, Revised Addendum to the subsequent Environmental Impact Report (EIR), considered on November 14, 2017, Subsequent EIR No. 12EIR-00000-00002, SCH No. 2012041068 certified by the Board of Supervisors on July 12, 2016 and Subsequent EIR Revision Letter and Errata dated May 27, 2016), find that no subsequent environmental review document shall be prepared pursuant to the California Environmental Quality Act Guidelines Section 15162 related to the Revised Tajiguas Resource Recovery Project (now the ReSource Center), since there are no substantial changes proposed in the project and no substantial changes have occurred with respect to the circumstances under which the project is undertaken that will require major revisions to the EIR due to new or substantially increased significant impacts, and there is no new information of substantial importance showing new or substantially increased significant impacts or impacts to new or previously analyzed mitigation measures or alternatives that would substantially reduce significant impacts.
