Consider recommendations regarding ratification of the U.S. Department of Housing and Urban Development (HUD) 2026 Continuum of Care (CoC) Competition Consolidated Application, as follows:
a) Ratify the submission of the 2026 CoC Collaborative Application and related documents to HUD totaling $7,367,270.00 including recommended CoC community project applications, Community Services Department (CSD) project applications (collectively, the “CoC Projects”) for Fiscal Year (FY) 2026 HUD CoC Program Competition;
b) Authorize the CSD Director, or their designee, to take the following actions required for the application for, and acceptance of, HUD CoC Program competition funds awarded to the Santa Maria/Santa Barbara County CoC:
i) Execute FY 2026 CSD CoC Program grant agreements and related documents with HUD for the four CSD project applications that are part of the CoC Collaborative Application, in a form substantially similar to the previously approved and executed FY 2024-2025 CoC grant agreements, in the following estimated amounts, and all certifications, standard forms, and other related documents, subject to review and concurrence by Auditor-Controller and County Counsel including any reservation of rights the County may need to assert:
1) $191,944.00 for operation of the Homeless Management Information System (HMIS);
2) $147,900.00 for operation of the Coordinated Entry System (CES);
3) $324,468.00 for Santa Maria/Santa Barbara County CoC Planning; and
4) $398,197.00 for renewal of the Youth Homeless Demonstration Program (YHDP) Permanent Supportive Housing (PSH) grant to extend this scattered site project grant;
ii) Authorize the CSD director to execute any other HUD CoC Program Competition related documents as required by HUD subject to review and concurrence by Auditor-Controller and County Counsel including any reservation of rights the County may need to assert; and
c) Determine that the above recommended actions are exempt from the California Environmental Quality Act (CEQA) per CEQA Guidelines Section 15378(b)(4) since the recommended actions are government fiscal activities which do not involve commitment to any specific project which may result in a potentially significant physical impact on the environment.
