Title: Consider recommendations regarding 2014 Employee Benefit Insurance Program Renewal, as follows: a) California State Association of Counties - Excess Insurance Authority (CSAC-EIA) Blue Shield Health Plans: i) Approve the renewal of the CSAC-EIA Blue Shield Exclusive Provider Organization (EPO) High, Blue Shield EPO Low, Preferred Provider Organization (PPO), and High Deductible Health Plan (HDHP) plans for a twelve-month period, at the existing benefit levels, and premium increases of 4.5%, effective January 1, 2014, for all active employees; b) Kaiser Permanente Health Maintenance Organization (HMO) Health Plans: i) Approve the renewal of the Kaiser Permanente High and Low HMO for a twelve-month period, at the existing benefit levels, and premium increases of 7%, effective January 1, 2014, for all active employees; and ii) Approve the Senior Advantage Plans for all Medicare eligible retirees, at the existing benefit levels, and premium increases of between 5.2% and 8.3...

Consider recommendations regarding 2014 Employee Benefit Insurance Program Renewal, as follows:

 

a) California State Association of Counties – Excess Insurance Authority (CSAC-EIA) Blue Shield Health Plans:

 

i) Approve the renewal of the CSAC-EIA Blue Shield Exclusive Provider Organization (EPO) High, Blue Shield EPO Low, Preferred Provider Organization (PPO), and High Deductible Health Plan (HDHP) plans for a twelve-month period, at the existing benefit levels, and premium increases of 4.5%, effective January 1, 2014, for all active employees;

 

b) Kaiser Permanente Health Maintenance Organization (HMO) Health Plans:

 

i) Approve the renewal of the Kaiser Permanente High and Low HMO for a twelve-month period, at the existing benefit levels, and premium increases of 7%, effective January 1, 2014, for all active employees; and

 

ii) Approve the Senior Advantage Plans for all Medicare eligible retirees, at the existing benefit levels, and premium increases of between 5.2% and 8.3% across all Senior Advantage Plans, for a twelve month period;

 

c) County Self-Funded Dental PPO Plan:

 

i) Approve the CSAC-EIA Employee Benefits Delta Dental PPO program and the selection of Delta Dental PPO Network, offered through the CSAC-EIA Employee Benefits program, as the County’s PPO Dental Insurance carrier to replace Goldenwest Unicare National PPO network effective January 1, 2014;

 

ii) Authorize the Human Resources Director to execute any necessary documents to facilitate this change; and

 

iii) Accept the annual Actuarial Report for the County Self-Funded Dental Plan and continue the program benefits at the current premium level, with no increase for active employees and retirees for a twelve-month period effective January 1, 2014;

 

d) Dental HMO Plan - DeltaCare USA:

 

i) Approve the replacement of Goldenwest Pacesetter Dental HMO plan with Delta Dental’s DeltaCare USA Dental HMO program effective January 1, 2014; and

 

ii) Authorize the Human Resources Director to execute any necessary documents with Delta Dental to facilitate this transition.  (The premium rates reflect a -15.5% decrease from the 2013 premiums.)

 

e) Vision Service Provider Plan:

 

i) Approve the renewal of the existing Vision Provider Plan and continue the existing benefit levels for active employees and retirees, at the current premium level, with no increase, for a twelve-month period, effective January 1, 2014;

 

f) CareCounsel Healthcare Assistance Program:

 

i) Approve the renewal of the CareCounsel Healthcare Assistance Program with no increase for all covered active employees and retirees, for a twelve-month period effective January 1, 2014; and

 

g) United Healthcare Medicare Risk HMO Health Plans:

 

i) Approve the renewal of the United Healthcare Medicare Risk HMO Health Plans for County of Santa Barbara retirees, at existing benefit levels, and a premium increase of 2% for a twelve-month period, effective January 1, 2014; and

 

ii) Authorize the Human Resources Director or her designee to execute any necessary third-party administrative Agreements and documents required to manage plans listed in recommendations 1 through 7 above.
