Consider recommendations regarding a Contract for Mission Canyon Road Storm Repairs, County Project Nos. 862458, 862460, 864057, 864062; Federal Project No. 721333, 755187; First District, as follows: (4/5 Vote Required)

 

a) Approve the Project Plans and Specifications, on file in the Public Works Department Office, located at 123 E. Anapamu Street, Santa Barbara, CA 93101, for the construction of the Mission Canyon Road Storm Repairs; County Project Nos. 862458 (PRJ-000945) - 862460 (PRJ-000944) - 864057 (PRJ-001018) - 864062 (PRJ-001019), Federal Project No. 721333 and 755187;

 

b) Award a Construction Contract for the Mission Canyon Road Storm Repairs in the amount of $2,207,700.00 to the lowest responsible bidder, Beador Construction Company, Inc., 2900 Bristol Street, Suite D204, Costa Mesa, CA 92626, subject to the provisions of documents and certifications, as set forth in the Specifications applicable to the Project, as required under California law;

 

c) Approve and authorize the Chair to execute a Construction Contract, which has been reviewed and approved by County Counsel, Auditor-Controller, and Risk Manager, or their authorized representatives;

 

d) Authorize the Public Works Director, or designee, to approve change orders for the Mission Canyon Road Storm Repairs Project for a contingency amount up to $126,435.00 plus an additional amount of up to $71,000.00 for supplemental work items, for a total not to exceed authorization amount of $2,405,135.00;

 

e) Approve Budget Revision Request No. 1616 to establish Fiscal Year (FY) 2026-2027 appropriations by $2,405,135.00 in Public Works Roads-Operations Fund (Fund 0015) for Services and Supplies, funded by a release of Restricted Purpose of Roads Fund Balance from the 2023-2024 Storms General Fund loan. Decrease budgeted revenues of $1,738,700.00 in the Public Works Roads-Capital Infrastructure Fund in Intergovernmental Revenue-Federal, offset by a decrease of appropriations in Services and Supplies. Decrease Appropriations of $108,600.00 in Public Works Roads-Capital Maintenance Fund for Other Financing Uses funded by a decrease in release of Restricted Purpose of Fund Balance; and

 

f) Find that the above actions involving the Mission Canyon Storm Repairs Projects qualify for a California Environmental Quality Act (CEQA) Statutory Exemption pursuant to 14 C.C.R. section 15269(c), since these actions are necessary to prevent or mitigate an emergency that do not have a low probability of occurring in the short-term and  that these actions fall under 14 C.C.R. section 15301(c) since the projects allow for public safety repair activities designed to maintain a safe traveling condition of the highway facility as it was constructed, and approve and direct staff to file a Notice of Exemption with the Clerk of the Board of Supervisors on that basis.
