HEARING - Consider recommendations regarding the Airport Land Use Compatibility Plan (ALUCP) Consistency Amendments, as follows: (EST. TIME: 30 MIN.)
a) Make the required findings for approval, including California Environmental Quality Act (CEQA) findings, for the proposed Comprehensive Plan Amendments, Case Nos. 26GPA-00001 and 26GPA-00002, Ordinance Amendments, Case Nos. 26ORD-00004 and 26ORD-00005, and Rezones, Case Nos. 26RZN-00003 and 26RZN-00004;
b) Determine that the proposed Comprehensive Plan Amendments, Case Nos. 26GPA-00001 and 26GPA-00002, Ordinance Amendments, Case Nos. 26ORD-00004 and 26ORD-00005, and Rezones, Case Nos. 26RZN-00003 and 26RZN-00004, are exempt from CEQA pursuant to CEQA Guidelines Sections 10561(b)(3) and 15265;
c) Approve the ALUCP Consistency Amendments by taking the following actions:
i) Conceptually approve a Resolution amending the County Comprehensive Plan Land Use Element (Case No. 26GPA-00001) as follows, and continue this item for final adoption to the Land Use Element “window date” on September 22, 2026:
1) Amend the County Land Use Element Maps, including the Lompoc Area (Comp-5) Map, Santa Maria-Orcutt Area (Comp-6) Map, Eastern Goleta Valley Community Plan Land Use Overlay Map, Goleta Community Plan Land Use Overlay Map, and Santa Ynez Valley Community Plan Land Use Designations Map, to repeal the Flight Approach and Clear Zones and replace them with the Airport Safety (AS) Zones;
2) Amend the text of the County Comprehensive Plan Land Use Element for consistency with the ALUCPs;
3) Amend the text of the Goleta Community Plan for consistency with the ALUCPs; and
4) Amend the text, figures, and maps of the Orcutt Community Plan for consistency with the ALUCPs and to repeal the No-Build Corridor;
ii) Adopt a Resolution amending the County Comprehensive Plan Coastal Land Use Plan (Case No. 26GPA-00002), as follows:
1) Amend the Eastern Goleta Community Plan Land Use Overlay Designations Map and the Goleta Community Plan Land Use Overlay Designations Map of the Coastal Land Use Plan Maps to repeal the Airport Approach and Clear Zones and replace them with the AS Zones; and
2) Amend the text of the Goleta Community Plan for consistency with the ALUCPs;
iii) Adopt an Ordinance amending the Santa Barbara County Land Use and Development Code (Case No. 26ORD-00004), of Chapter 35, Zoning, of the Santa Barbara County Code, to repeal the Airport Approach (F) Overlay Zone of the LUDC and replace it with the AS Overlay Zone, and to implement new and revised standards related to airport land use compatibility;
iv) Adopt an Ordinance amending Article II Coastal Zoning Ordinance (Case No. 26ORD-00005), of Chapter 35, Zoning, of the Santa Barbara County Code, to repeal the F - Airport Approach Overlay District of Article II and replace it with the AS - AS Overlay District, and to implement new and revised standards related to airport land use compatibility;
v) Adopt an Ordinance amending the Santa Barbara County Land Use and Development Code (Case No. 26RZN-00003) of Chapter 35, Zoning, of the Santa Barbara County Code by amending Chapter 35.14, Zoning Map to repeal the Airport Approach (F) Overlay Zone of the LUDC and replace it with the AS Overlay Zone; and
vi) Adopt an Ordinance amending the Article II Coastal Zoning Ordinance (Case No. 26RZN-00004) of Chapter 35, Zoning, of the Santa Barbara County Code by amending Chapter 35-54, Eastern Goleta Valley Zoning Overlay Map and Goleta Community Plan Zoning Overlay Map, to repeal the F - Airport Approach Overlay District of Article II and replace it with the AS - AS Overlay District;
d) Adopt a resolution authorizing submittal of the coastal ALUCP Amendments to the California Coastal Commission for review and certification as an amendment to the Santa Barbara County Local Coastal Program; and
e) Direct the Planning and Development Department to transmit the adopted resolution to the Executive Director of the California Coastal Commission.
