Title
HEARING - Consider recommendations regarding the Orcutt Library Project Status Update, Project Funding Direction, and Authorization of the Construction Manager-at-Risk (CMAR) Delivery Method for County Capital Projects, Fourth District, as follows: (EST. TIME: 1 HR.)
a) Receive and file an update on the Orcutt Library Project, including completed planning, design, environmental review, property acquisition activities, project funding, and estimated project costs;
b) Either:
i) Determine that the Orcutt Library Project is a priority project by directing the County Executive Office to include the Orcutt Library Project in the Fiscal Year (FY) 2027-2032 Budget Development Report with Five-Year Forecast and the FY 2026-2027 Budget Development Guidelines;
ii) Provide direction to the County Executive Office to develop a project financing strategy that includes cash funding and debt financing;
iii) Provide direction to General Services to pursue either Option A (Schematic Design Estimate) or Option B (Building Size Reduction and Site Development) for the project design;
iv) Authorize the Director of General Services, or designee, to utilize the CMAR project delivery method for the Orcutt Library Project, subject to funding direction for the project, applicable statutory requirements, and County procurement policies;
v) Authorize the Director of General Services, or designee, to negotiate a Contract Amendment with RRM Design Group to continue developing the design for the Project and return to the Board for approval of the Contract Amendment and associated Budget Revision at a future date;
Or:
vi) Direct General Services to implement a phased approach to development of the Orcutt Library Project and maintain the Design-Bid-Build delivery method; and
vii) Direct General Services to explore phasing priorities and financing strategies for the Orcutt Library Project;
c) After considering the Final Environmental Impact Report (FEIR) (SCH 2017041065, (19EIR-00000-00003), as modified by Environmental Impact Review (EIR) Revision Letter dated November 23, 2021, and the Addendum to the FEIR adopted by the Board on June 23, 2026, find that no subsequent environmental review is required for funding decisions related to the Orcutt Library Project because there are no substantial changes proposed in the Project, no substantial changes in the circumstances under which the Project will be undertaken, and no new information of substantial importance that would require major revisions to the certified EIR, pursuant to California Environmental Quality Act (CEQA) Guidelines Section 15162;
d) Authorize the use of the CMAR project delivery method for future County capital improvement projects when determined by the Director of General Services, or designee, to be in the best interest of the County and appropriate based on the scope, complexity, schedule, budget, risk profile, and other project-specific considerations; and
e) Determine that the authorization regarding CMAR project delivery method is exempt from CEQA pursuant to CEQA Guidelines Section 15378(b)(4), as the actions involve planning, funding, procurement, and other governmental fiscal and administrative activities that do not constitute approval of a project or commit the County to a specific course of action that may result in a physical change to the environment.
