Consider recommendations regarding a Funding Agreement and related documents with Good Samaritan Shelter, Inc., 1114 South Broadway, Santa Maria, Fifth District, as follows: (4/5 Vote Required)
a) Approve and authorize the Chair to execute the Opioid Settlement Fund Program Agreement, providing a $200,000.00 grant to Good Samaritan Shelter, Inc. to provide qualified adult clients with recovery residence affordable housing at 1114 S. Broadway, Santa Maria, CA, APN 125-251-042;
b) Approve and authorize the General Services Director to accept an Owner-executed Deed of Trust, Assignment of Rents, and Security Agreement, and an Owner-executed Promissory Note to secure the County’s $200,000.00 Opioid Settlement Funds Grant to Good Samaritan Shelter;
c) Approve Budget Revision Request No. 1675 in the amount of $200,000.00 for appropriations funded by a release of restricted fund balance in the County Health Department Budget Fiscal Year 2026-2027; and
d) Determine that the recommended actions do not constitute a “Project” within the meaning of the California Environmental Quality Act (CEQA), pursuant to Section 15378(b)(5) of the CEQA Guidelines, because the actions consist of organizational and administrative activities of governments that will not result in direct or indirect physical changes in the environment.
